Without the implementation of the Minsk agreements on safety cannot resolve the situation in the Donbass.
This was stated by the representative of Ukraine in the Tripartite contact group to resolve the situation in the Donbass, former Ukrainian President Leonid Kuchma, said his press Secretary Darka olifer in Facebook up to today’s meeting of the group.
«Once again I emphasize: without the implementation of the provisions on the safety of Minsk move further in the direction of resolving the situation is not possible. How we must ensure the holding of local elections in the Donbas, restoring infrastructure, improving the socio-economic situation of the inhabitants of the occupied areas, where constantly there are attacks, collisions and so on?», – said Kuchma.
During the meeting in Minsk, concern was expressed about the systematic violation of a ceasefire regime from fighters.
It was also noted that increasingly used prohibited weapons, including high caliber.
According to olifer, at the meeting it was noted that Ukraine remained faithful to their commitments and are ready to move towards implementation of the Minsk agreements in full.
«The Ukrainian side is set to the operating modalities of local elections in Donbas in accordance with Ukrainian legislation, OSCE standards and monitored by OSCE / ODIHR,» wrote olifer, adding that, at the same time, Ukraine can’t sustain solely by their own efforts, this requires political will and a constructive approach from Russia.
According to her, special attention was paid to the release of the hostages.
«Ukraine insists on the admission of experts of the International Committee of the red cross to detention of Ukrainian hostages in certain districts of Donetsk and Luhansk regions and on the speedy release of Ukrainian citizens», — said olifer.
As reported at the last meeting the group in Minsk on 27 January, the Ukrainian side stayed in their positions — the election in Ukraine not controlled certain districts of Donetsk and Lugansk regions (ORDO) must pass «under Ukrainian law, with participation of various Ukrainian political parties, Ukrainian journalists and international observers». It was also noted that the ceasefire and the withdrawal of heavy weapons remains a key condition as a complete solution for humanitarian, economic, political issues and the implementation of the Minsk agreements in General.
