USA: the OSCE mission is unable to fully end the conflict in the Donbas

The United States supports the efforts of Germany as the OSCE Chairman for greater involvement of the organization in resolving the conflict in Eastern Ukraine. This was stated by the Ambassador and permanent representative of the United States in the Organization for security and cooperation in Europe Daniel Baier, reports «UKRINFORM».

«Given the fact that soon the number of international observers of the Special monitoring Mission (OSCE) will reach 800, with new technical possibilities and advanced operational bases will increase their ability to monitor the situation and give a report on it», — expressed confidence the Ambassador, adding that the mission has a broad mandate and over the last almost 2 years has significantly evolved.

Bayer recognizes that the mission is unable to secure a cessation of the conflict, but it can strengthen the trust in regard to the ceasefire, and promote constructive steps in other areas.

«We, US, I want to support Germany as the OSCE Chairman and as part of the «Normandy format» to use the OSCE in place to promote diplomatic and political efforts on the implementation of the Minsk agreements», — said the diplomat. According to him, this means strengthening the SMM, the expansion of its «tiny mission» along the border, working with the ODIHR and other structures in order to be ready to observe local elections.

According to Bayer, the new 2016 must be the year of full implementation of the Minsk agreements. It also must be the year of constitutional reform, the expulsion of Russian fighters and weapons, the normalization of the situation in the field of security and the restoration of border control. «For the sake of all Ukrainians 2016 must be the year of fight against corruption and the fulfilment of the promises to improve the rule of law and government accountability,» added Bayer.

Previously Deputy head of Special monitoring mission of the OSCE Alexander Hg promised that before the end of March 2016 it will be expanded to 1,300, of which 800 observers will work in the East of Ukraine. He expressed hope that the OSCE permanent Council will be able to reach a consensus and extend the work of the mission beyond 31 March.

In addition, the Mission opens two new patrol base in Svetlozara and Krasnoarmeysk.
