Ukraine’s Finance Ministry wants to oblige individuals with high incomes to file annually tax declarations in electronic form

The Ministry of Finance has prepared a bill which proposes to oblige natural persons with high incomes to file annually tax declarations in electronic form. Relevant document published on the Agency’s website.

Under the bill, the category of «person with a high income taxpayer» is proposed to include physical persons – residents that meet one of the criteria:

  • is the ultimate beneficial owner (controller) of a large taxpayer;
  • directly or indirectly holds 10 and more percent of the Charter capital of the legal entity which is tax resident of another country and reported income for the previous tax year more than 10 million euros;
  • the total annual taxable income for the previous tax year exceeds 50 million UAH.

The Ministry of Finance proposes to the untimely filing of tax returns natural person with high incomes punishable by a fine in the amount of 10% of the accrued tax on personal income.

The Department believes that such steps will help to increase the level of tax compliance among individuals with high incomes and to improve the effectiveness of control by the state.
