Ukraine has developed a compromise bill on the export of roundwood to the European Union. As UNIAN correspondent, about this informed the Deputy head of the presidential Administration Konstantin Eliseev on the briefing.
He noted that Ukraine has signed the Association agreement with the EU, and also has certain obligations in the WTO, and the decision of the Ukrainian Parliament on the moratorium on the export of round timber contrary to its obligations.
According to Yeliseyev, the Ukrainian side explained that this is a tough question that he has received a wide resonance in the Ukrainian society and among politicians, and «a few weeks ago it was agreed to establish a working group».
«This working group with participation of deputies of the Verkhovna Rada, and representatives of the Cabinet, produced a compromise bill to solve the issue. We discussed this issue with the European Commission, and they believe that the compromises that are inherent in this bill, they are satisfied and comply with the terms of a tranche of 600 million euros,» — said Elisha.
«It was noted that if this bill is passed in Parliament, just a few weeks the EU is ready to provide us with the 600 million», — said the Deputy head of the presidential administration.
As reported, Ukraine introduced a moratorium on the export of timber as the only one possible at the time of the action, which was designed by the need to restore order in the sphere of logging and trafficking of forest products. However, this decision caused a lot of criticism from the EU. In particular, the European Commissioner for trade Cecilia malmström noted that the moratorium is contrary to the norms of the Association Agreement between Ukraine and the EU. In turn, the head of the EU delegation Yug Mingarelli stressed that the lifting of the moratorium is the main condition of allocation of funds. Agreed with him and the Chairman of the trade sector of the EU delegation to Ukraine Nicholas Burge. According to him, the rejection of the lifting of the moratorium could lead to the refusal of some countries to approve the European Commission proposal on the extension of the quotas for Ukrainian products.
In Ukraine a unified position on the moratorium on the export of timber there. However, first Deputy Prime Minister Stepan Kubiv noted that if the continuation of the moratorium on the export of timber will lead to increased processing of timber in the country, which is advantageous for Ukraine, Kiev can do without macro-financial assistance of the European Union.
November 24, the EU has said that they hope that the withdrawal of Ukraine’s moratorium on timber exports in the coming weeks.
