Ukraine has determined the programme of its chairmanship in the UN security Council. Elchenko: we have hope

During the presidency of Ukraine in the UN security Council in February, the Ukrainian delegation will propose for discussion two thematic issues: the protection of critical infrastructure and conflict resolution in Europe, participation in which will be representatives of EU, OSCE, IAEA and other international organizations. In an interview with announced the permanent representative of Ukraine to the United Nations Volodymyr Yelchenko.

The international situation around Ukraine gives us real hope — Yelchenko

Yelchenko, in particular, has informed that the first theme — the protection of critical infrastructure, will be considered on February 13.

«Because the world is so technologically advanced that we even do not imagine what it means to turn off the electricity, for example, in a city like new York: it is much more difficult and dangerous than just there is no light in the apartments. And especially with the current terrorist threats. In fact, it is one of the segments of hybrid wars, which is a lot of talk. Of course, this topic is very relevant primarily for Ukraine, but no less relevant for many other countries,» — said Yelchenko.

This debate invited experts. First, it is the representatives of international organizations, in particular dealing with threats in the relevant sectors of the economy, as the OPCW (Organization for the prohibition of chemical weapons), the international Maritime organization, Interpol, etc. And secondly, it is independent experts. For example, one of them will be former Deputy Director General of the IAEA Olli Heinonen. The results of the planned adoption of a special resolution.

The second theme conflict resolution in Europe, we offer for consideration on February 21. «Oddly enough, but the question generally was not considered in the framework of the Security Council for 20 years. The last time it was about the same format, this was during the wars in the Balkans, in the midst of the post-Yugoslav conflicts. And this is the mid-90s,» he said.

He stressed that Ukraine is most in this debate are interested in how working or not working the conflict resolution mechanisms in Europe. «For us it is important in the context of the situation in the Donbas. It is in the context that it was a European conflict that threatens not only Europe but the entire world. And that he was very far from settlement. For other countries, from almost all EU member States, also a huge interest in this topic is because the question of European security is not only NATO. On the other hand, will have the opportunity to raise the issue again of the so-called «frozen conflicts,» — said Yelchenko.

He said that this discussion invited EU High representative for foreign Affairs and security policy Federica Mogherini, the Chairman of the OSCE, Minister for foreign Affairs of Austria Sebastian Kurz, OSCE Secretary General Lamberto Zannier. May be representatives of other European organizations, such as GUAM.

Yelchenko said that the presidency of Ukraine in the UN security Council in February will be used for the solution of Ukrainian problems, including the opening of the UN office in Ukraine.

«…We use every opportunity to raise our questions. For example, the first theme — for the protection of critical infrastructure,» — said Yelchenko.

As for the second thematic debate on conflict in Europe, «it will be a good excuse to raise our issue and to hear what others think».

Also we will again put the issue of opening office in Ukraine UN support and a greater role of the Secretary-General of the organization.

«I don’t want to think ahead, but I think that in February we will have at least a few opportunities for using the presidency to try to make a decision of the Security Council, at least about the opening of the UN office in Ukraine. Who will monitor the implementation of the Minsk agreements. But it depends not only on the situation here, and, as will our negotiation process with the OSCE, we don’t want to interrupt, so that the same process was applied to another. So if the opportunity and the need, we are sure this issue in February will raise», — said Yelchenko.

The Ambassador asked not to exaggerate the role and importance of Ukraine’s presidency this month, «because more important is the process of membership in the security Council, and he is two years».

The international situation around Ukraine gives us real hope — Yelchenko

The international situation around Ukraine is now beginning to level off, that gives us serious hope for improvement, said Yelchenko.

«If at the end of the year, soared in air some pessimism (in Syria, something went wrong, started talking about the possible lifting of sanctions against Russia, Le Pen began to recognize the Russian Crimea), now, it seems, the situation began to level off. Today the situation looks so that the sanctions will be removed, or again, about all of us will forget, or we will exchange for something. And it’s inspiring. So we have great hope,» — said the diplomat.

In this regard, Egypt called a few facts about this positive trend: in mid-December has seen the adoption of a resolution on Crimea is the first document of the United Nations, where Russia has openly called the aggressor and occupier; the head of the International criminal court concluded that the situation in Crimea is pure aggression and falls under war crimes; recently the foreign Ministry of Ukraine filed a lawsuit in the international court of justice, resulting in serious lawyers have already begun to analyze the consequences: in contrast to the resolution of the General Assembly or the UN Security Council that are not met, any decision of the International court of justice will have to do.

«Yes, we are not saying that the decision in favor of Ukraine will be tomorrow. Yes, it will take several years. But all serious lawyers say that the decision is clearly in favor of Ukraine because there is a significant evidence base, which is not going anywhere. And second, this decision will be implemented by all national courts. This means that will arrest the Russian property abroad, ships, aircraft. If we add to this the sanctions that are already affecting the economic situation in Russia, the consequences for the Kremlin will be much more serious than someone there is. I am convinced that in Russia already more and more people realize that not everything is so simple and easy as they show on television», — said Yelchenko.
