Ukraine and the EU signed a Memorandum of understanding on strategic energy partnership

Ukraine and the European Union together with the European atomic energy community signed a Memorandum of understanding on strategic energy partnership.

The document was signed on Thursday 24 November in Brussels in the framework of the 18th summit of EU-Ukraine, UNIAN reports.

In the annotation to the Memorandum States that this document updates the strategic partnership in the energy sphere of Ukraine, as stipulated by the EU Strategy for creating an Energy Union on 25 February 2015.

The purpose of the updated Memorandum is the full integration of energy markets of Ukraine and the EU in the interests of consumers and the need of mutual strengthening security of supply and environmental protection in the energy sector.

Recognizing the need for energy infrastructure development of Ukraine and implementation of projects aimed at deepening its integration into the energy infrastructure of the EU, in the framework of the Memorandum the parties agreed about cooperation on attraction of investments and financing.

Ukraine and the EU aim to collaborate for the sake of streamlining their respective energy strategies and expansion of the instruments of cooperation in the following areas: energy security, solidarity and trust; integration of energy markets; improving energy efficiency; decarbonizing the economy; research and innovation.

To discuss the progress of the Memorandum and identify priority areas of work based on annual work plans provided by the regular meetings at the Ministerial level and, if necessary, at other levels.

Since the entry into force of the updated Memorandum expires, the Memorandum between Ukraine and the European Union on mutual understanding concerning cooperation in the energy sector, signed on 1 December 2005.

The Memorandum was signed for a term of 10 years with possibility of review and renewal. The Memorandum shall enter into force on the first day after its signing by both parties.

As reported today in the Belgian capital has begun the eighteenth summit Ukraine-EU. The European side on the high-level meeting will represent an unprecedented group of high-ranking officials, including the presidents of the European Council Donald Tusk, European Commission Jean-Claude Juncker, of the European Parliament Martin Schultz, high representative of the Union for foreign Affairs and security policy Federica Mogherini, Vice-President maroš Šefčovič and Valdis Dombrovskis, European Commissioner of Johannes Khan, Cecilia malmström and the Dimitris Avramopoulos. The Ukrainian delegation at the summit is headed by the President of Ukraine Petro Poroshenko.

Ukraine and the European Union signed an Agreement on the financing of the event «anti-corruption initiative of the EU in Ukraine».

The document was signed on Thursday 24 November in Brussels in the framework of the 18th summit Ukraine-EU.

In the annotation to the document says that the total budget of the event is 16,34 million euros, of which 15 million Euro is EU contribution, and 1.34 million euros — the contribution of the Ministry of foreign Affairs of Denmark.

It is anticipated that these funds will be used to strengthen the capacity of public authorities responsible for the fight against corruption: the National anticorruption Bureau of Ukraine, the Specialized anti-corruption Prosecutor’s office, the National Agency for prevention of corruption, the National Agency of Ukraine on the identification, investigation and management of assets derived from corruption and other crimes, and to ensure the integrity of the employees of other institutions and organs of justice.

Also, this funding will be directed at improving parliamentary oversight over the implementation of reforms and opportunities of the Verkhovna Rada of Ukraine to review and Refine policy and regulatory framework, including through the establishment of the international Advisory Council of the Verkhovna Rada Committee on preventing and combating corruption.

In addition, funds will be allocated for the involvement of civil society and media in implementation of anti-corruption measures, in particular by promotion of the «investigative journalism», as well as cooperation with interested local authorities in the framework of the pilot project «Clean city» to demonstrate the positive changes which can bring an effective anti-corruption.

The fulfilment of the above objectives will allow to create in Ukraine uniform center of support of institutions aimed at combating corruption. Coordination between project components and stakeholders will ensure that the newly created steering Committee, whose membership will include representatives of the beneficiaries, the contractor’s activities and relevant services of the EU.

Assistance will be provided in the form of specialized short-term and long-term information and Advisory support as well as providing equipment, events for exchange of experience, training and analytical research. Implementation activities will be conducted primarily in Kiev and regions of Ukraine.

The project will begin in late 2016 with the direct participation of the Ministry of foreign Affairs of Denmark, which currently participates in the implementation in Ukraine of anti-corruption initiatives within the framework of the UN development Programme, with the involvement of competent institutions of the member States of the EU. The project implementation period: operating phase is 42 months, the final phase is 24 months.
