The adoption of the bill on counteraction to threats to national security in the information sphere No. 6688 does not restrict the freedom of speech in Ukraine, said in comments to the edition «GORDON» the people’s Deputy from «popular front» Dmitry Tymchuk.
«I am opposed to today, was considered the bill No. 6688. First of all, because it requires further discussion. Even if today it will support it will be voting in the first reading. I would invited to a discussion of experts in the field of information policy and specialists of IT-sphere. In my opinion, the resonance you are trying to create in social networks, it is very easy to stop. People who claim that the bill infringes freedom of speech, do not focus on what is their true interest. In fact, you need to make only one small edit: to equipment needed for the implementation of the act, were purchased, not for money operators and providers, and at public expense. All the complaints will disappear», – Tymchuk noted.
According to him, the Ukrainian society requires the state to take control of resources, disseminate Russian propaganda.
«Now the outcry about this bill, fanning the IT employees. If the bill is passed, they will have to buy equipment for their money. They obviously don’t. At the same time, society needs to take control of the separatist resources and Russian propaganda. And there are only two options – either buy the equipment providers or the state. To take money from the budget means to take them away from teachers and doctors. No struggle for freedom of speech there. They struggle to distribute the costs of IT companies to the state budget. Other problems I do not see» – said the MP.
He focused on the fact that the Ukrainian IT-companies are ready to carry this bill in the event of its adoption.
«I spoke with representatives of the largest IT-companies of Ukraine. They say they are ready to comply with the law, but first want to see clear rules. And specifically in this case, everything will start from the court’s decision. That is, everything will clear. The only thing that can cause issues in the context of the attack on freedom of speech, due to the fact that the decisions on the temporary blocking of sites should also take the court. It is now expected that this decision will be taken by the investigator in consultation with the Prosecutor. I think this provision must be removed,» – summed Timchuk.
Today the Verkhovna Rada intends to consider the bill on counteraction to threats to national security in the information sphere No. 6688 and a bill on cybersecurity No. 2126а. According to the people’s Deputy from Blok Petro Poroshenko Olga chervakova, the adoption of these laws may restrict freedom of speech in Ukraine.
