Trump denied the easing of sanctions against FSB

The administration of Donald trump and personally to the new US President has denied the mitigation of anti-Russian sanctions. Earlier, the U.S. Treasury issued a «General license number 1,» which dealt with the mitigation of restrictive measures imposed on 28 December against the Federal security service (FSB) of Russia after disclosure of the possible RF interference in the presidential election. Press Secretary of the White house Sean Spicer, in turn, informed during the regular briefing also told reporters that the us Treasury has eased sanctions in relation to Russian power structures.

«We’re not easing sanctions. As I understand it, is the usual action for the Ministry of Finance, after the imposition of sanctions to go back and clarify certain exceptions for various industries or products,» he explained.

2 Feb on the official website of the U.S. Treasury Department published «General license number 1.» A document prepared by the OFAC (Office of Foreign Assets Control) — the structure of the U.S. Treasury, responsible for law enforcement in the area of sanctions — canceled items from the decrees of the President of the United States from April 1, 2015 and December 28, 2016, prohibiting transactions involving the FSB.

Under the sanctions imposed by the latter decree, in addition to the FSB got the leadership of the Chief intelligence Directorate of the General staff of the Russian Armed forces. The black list included six individuals and five departments and organizations of the Russian Federation.

As follows from the document, OFAC, now an American company can obtain from the FSB licenses, permits and certificates for imports of electronic goods.

«Solicitation, receipt, use, payment or use of the licenses, permits, certification documents or notices issued by or registered with the FSB for import, distribution or use of products in the field of information technologies in the Russian Federation», — stated in the text.

An exception is made for the Crimea: as stated in the text, «export, re-export or provision of any goods, technology or services to the Crimean region of Ukraine» is still prohibited. The document was signed on 2 December Andrea Gacki, acting Director of OFAC.

In the section «companies and agencies,» December the sanctions list included the Russian FSB and the GRU of the General staff of the Russian Federation as separate entities restrictive measures, and the personal sanctions have been the head of the GRU Igor Korobov and other members of the management of special services — Igor Kostyukov, Vladimir Alekseev, Sergey Lizunov.

These sanctions, as noted by the media, could result in problems with the import into Russia of any devices with encryption, including mobile phones, tablets and even ordinary wireless mouse, since all such devices are subject to mandatory consultation with the FSB (so-called notification), and the American suppliers were prohibited from any commercial interaction with the Russian secret service.
