Tripartite consultations on the FTA between Ukraine and the EU ended inconclusively — Klimkin

The Minister of foreign Affairs of Ukraine Pavlo Klimkin States that tripartite consultations between Ukraine, Russia and the European Commission on the introduction of a deep and comprehensive free trade area between Ukraine and the EU ended inconclusively.

He said this in Brussels today to journalists after the consultations, reports UNIAN.

«The consultation did not end in any result. This is absolutely confirmed by the European Commission, confirmed from our side. Made some concrete decisions, but the Russian side simply refused them. Practical solutions to the Russian side today,» — said Klimkin.

According to the Minister, Moscow wants to «stop our movement towards Europe, towards the EU, towards effective implementation of the free trade area».

Klimkin noted that the current consultations were different from the previous ones. «They were largely surreal, because it took place against the background of the famous decree of the Russian President and Prime Minister of Russia during the negotiations, issued a decree banning the export to Russia of agricultural products than me, I don’t know whether to diplomatically used the word «framed» the Russian delegation,» he added.

Klimkin said that at the political level consultations on the introduction of FTA between Ukraine and the EU will not be.

At the same time, according to him, the opportunity to continue consultations at the technical level is the subject of further discussion.

According to klimkina, «Russia’s position today was not constructive in key areas».

«I’ll just give a couple of examples. Relative technical standards trade, again, there is a requirement of 10 years be postponed, without any considerations, the introduction of standards in the Russian side of the so-called sensitive areas. In other so-called insensitive, she’s talking about a transitional period of five years. Even on a simple question: «if this field is insensitive, why do we need a transition period, and why is it five years rather than one year,» no answer, more or less reasonable, we have not received,» declared he.

Turning to the issue of sanitary and phytosanitary standards, the Minister said that Russia continues to insist on full inspection «of our whole system and said that the Russian system works almost perfectly.» «We have today a whole bunch of politically motivated bans the export of Ukrainian agricultural products to Russia. Not to mention customs administration, where Russia wants to get all, I’m really not joking, all the information on trade between the EU and Ukraine», — said Klimkin.

European Commissioner for trade Cecilia Malmstrom States that during the trilateral consultations between Ukraine, Russia and the EU on free trade zone between Ukraine and the EU, Moscow has not shown «sufficient flexibility».

«Today there was not enough flexibility on the Russian side. We were very surprised, because the goal was to find a solution to the agreement between Ukraine and the EU entered into force… However, it was useful to hold this meeting and see whether there is a desire to find a way forward. Unfortunately, this has not happened. We spent the whole day in discussions, but no agreements,» she said.

According to malmström, the Russian side proposed to establish a process so that once the FTA enters into force, «to meet with Russia to see, or they have other worries». «We hoped that Russia would refrain from sanctions against Ukraine and will not lay preferences that Ukraine has a trade agreement between Ukraine and Russia. We were surprised when President Putin announced a decree that the agreement would be postponed from 1 January, which was confirmed today by the Prime Minister,» he added.

According to her, 18 months, the parties tried to find a practical resolution of the concerns of Russia. «Some of them, we believe, were not real from the economic point of view, some of which could potentially be realistic, on the whole, we had to find a practical solution without having to amend the agreement on deep and comprehensive free trade zone or to postpone it,» said malmström about the purpose of these consultations.

As reported, Ukraine, the EU and Russia today, December 21, held a trilateral meeting in Brussels to reach agreement on non-use of trade restrictions by the Russian Federation against our country in connection with the implementation of a free trade zone with the EU.

The President of Russia Vladimir Putin on December 16 signed a decree on the termination from January 1, 2016, of the agreement on free trade between Russia and Ukraine, which operated in the framework of the CIS free trade area.

The EU and Ukraine does not intend to postpone the introduction of a free trade area, which will be effective from 1 January 2016, and to make any changes to the text of the Association Agreement.

It was assumed that the free trade regime between Ukraine and the EU will take effect from October 2014. However, in September 2014, after consultations in Brussels representatives of the European Commission, Ukraine and the Russian Federation, the parties agreed to postpone the introduction of the provisions of the agreement until December 31, 2015.

Later, Russia again stated the need to delay the introduction of the agreement on free trade zone between the EU and Ukraine. The Russian side threatens Ukraine full trade embargo in the case that the agreement will enter into force.
