The current draft of health reform will not increase the level of health of Ukraine, said in comments to the edition «GORDON» Director of state institution «Institute of heart,» Boris Todurov.
«The wishes of the doctors at medifarma not even discussed. With us no advice. Partly we have access to the specialized Committee of the Verkhovna Rada. But what changes, is known to us only from open sources. I see the Ministry of health has outraged that these changes undermine the whole reform process. Although I do not understand what actually is reform. We have not announced what model of medicine want to build in Ukraine. We are supporters of reform and have been talking about the necessity of its implementation. But medifarma in the form in which it is now trying to implement reform is not. It was only her appearance that will not change anything neither for doctors nor for patients,» said Todorov.
He drew attention to the significant underfunding of the healthcare industry in Ukraine.
«For many years we have been in a serious underfunding of the Ukrainian medicine in General. The state of health facilities, the salaries of doctors, provision of medicines and consumables – all this is at zero level. And, unfortunately for us, nothing changes. The slogan that money now will go to the needs of patients, is not true. The fact that the amount of the money consistently and is about 2.5% of the total budget. In civilized countries this figure stands at a low 6%. According to the world health organization, if the government allocates for the medicine is less than 7.5% of the budget, it is considered dying. So what kind of reform can we talk about? No other sources of financing no. That is, major changes should not wait,» – said Todorov.
June 8, the Verkhovna Rada adopted the draft law No. 6327 on the state financial guarantees in medicine. They are encouraged to introduce the concept of «state guaranteed package» – a certain amount of medical services and medicines, which the state undertakes to pay at a predetermined uniform rate, approved by the Cabinet annually.

Today MPs are going to vote to launch medical reform in Ukraine. It is opposed by the representatives of trade unions, who picketed the Ministry of health and Parliament.
