Chairman of Donetsk regional military-civil administration Pavel Zhebrivsky considers necessary to conduct the decentralization process in the state in 2017 to de-monopolise the public service of the region, the press service of the regional administration.
«A clear mission: Teplokommunenergo, «Water of Donbass» and other structures for the provision of public services by 2017 need to transfer the administration of local councils. I understand what created these monsters. Government grants that compensate the difference in tariffs were going to of the enterprise, and the money dissipated. Actually the key to market movement is the de-monopolization «, — said the head of the region during a meeting with representatives of small and medium business in Druzhkovka Tuesday, November 17.
He also noted that the regional authorities are working to return controlled by Ukrainian territory on servers of the company «Water of Donbass».
«The second issue is the restructuring of debt of the company, which has already exceeded 2 billion UAH. My goal is clear and tough restructuring. For a new company to leave only the water line, and the rest, in principle, to reform, to prepare, to repair and to pass the control cities. The other option I do not see», — said Mr. Zhebrivsky.
Earlier it was reported that the Zhebrivsky stands for the Union of all mines area in a single coal company. According to him, it is about the return fields and Central coal enrichment plants (CEP) at the disposal of mines and state ownership, and their inclusion in the structure of the new company.
The Zhebrivsky wants to demonopolize the housing and communal services of the Donetsk region until 2017 17.11.2015
