West makes it clear to the President of Ukraine Petro Poroshenko that he is following the path of his predecessor, Viktor Yanukovych, said in comments to the edition «GORDON» the Russian political scientist Stanislav Belkovsky, commenting on the European Commission’s decision not to allocate to Ukraine the third tranche of macro-financial assistance.

«The West is sending a signal that he does not like what is happening in Ukraine and don’t like what the President turns to the Yanukovych-Lite. That’s what I never understood Putin (Russian President Vladimir Putin. – «GORDON») when asked the question: why does he have no relations with the West? The same thing happens with Poroshenko. Relations with the West can only be built on common values. And the fight against corruption is an absolute compelling value. You, I and certainly the Western governments see that the fight against corruption in Ukraine does not happen. On the contrary, it is getting worse. And this has a negative impact on relations between Ukraine and the West. Despite the fact that the Ukrainian-Russian conflict Western countries support Kiev and not Moscow», – said Belkovsky.

According to him, the West does not want to contribute financially to the country, whose leadership was involved in corruption.

«The West is not ready to stimulate the corrupt system created by the President of Ukraine exactly on the patterns of its predecessor. The West, in principle. In Russia everyone thinks that their country is very important for the West. But this is absolutely not true. Same thing here: we should not think that Western leaders fall asleep and Wake up thinking about Ukraine. In the conflict with Russia, the West, of course, on the side of Ukraine. But he is not ready to support a corrupt regime,» – said the analyst.

In his opinion, the President of Ukraine intends to liquidate the National anti-corruption Bureau.

«Poroshenko actually took the line at the destruction of NABOO, which was created under pressure from Western partners. In my opinion, the concept of an all-powerful President to Ukraine has exhausted itself. Ukraine is ripe in order to be a parliamentary Republic. The President should not be someone for whom this position is a method of business consolidation and concentration of financial flows in their own hands. Europe is not like this, and unfortunately, Poroshenko does not understand this. He believes that the conflict with Russia will suit. This is not so. With Russia may be in conflict even Zimbabwe, but this does not mean that the West will support them», – summed up Belkovsky.

In may 2015, Ukraine and the EU signed a Memorandum on granting macro-financial assistance worth €1.8 billion That the loan funds, which are allocated in three tranches of €600 million each.

The first tranche was in Kiev in 2015. The allocation of the second tranche were repeatedly postponed because of the failure of Ukraine’s obligations under the Memorandum.

16 March 2017, the European Commission formally approved the granting Ukraine the second tranche of macro-financial assistance €600 million.

On 22 November, the head of the EU delegation Hugues Mingarelli said that Ukraine will lose the opportunity to receive the third tranche of €600 million, if in the near future will fulfill four demands: lifting the ban on the export of roundwood, the launch of automatic check of electronic declarations, the adoption of the law on credit register of the Bank and verifying information on beneficial owners of companies.

24 Nov Poroshenko at the summit «Eastern partnership», said that Ukraine and the European Union agreed on a program of macro-financial assistance for 2018-2019. He noted that there are three tranches. Poroshenko did not name a specific amount, but said that the volume will be approximately the same as in the previous assistance program from the EU. Finance Minister Alexander danyluk reported that Ukraine plans to receive €1.8 billion.
