The weakening of the EU requirements to Ukraine – losing strategy, which only lead to imitation of reforms – the Director of Transparency International Ukraine

The agreement of the European Union on the creation in Ukraine of anti-corruption chamber instead of a separate anti-corruption court, as stated by the President of the European Commission Jean-Claude Juncker, will negatively affect the quality and speed of cases. This opinion in comments to the edition «GORDON» was expressed by Executive Director of Transparency International Ukraine Yaroslav Yurchyshyn.

«We do see misinformation specific European bureaucrat Juncker. Position which strangely has changed dramatically in a relatively short period of time. This can only be explained by Juncker communication with the Ukrainian side, which convinced him that the establishment of anti-corruption courts is an incredibly long process. So, it is more efficient to create courts under existing anti-corruption chamber. Roughly speaking, part of the Pechersk court renamed the anti-corruption chamber. Of course, the timing is faster. But the quality and speed of investigations is not guaranteed. Now these courts over the years to hear cases submitted to the NEB,» said yurchishin.

According to him, the establishment of anti-corruption chamber, in fact, is only an imitation of reform.

«The idea of creating an anti-corruption chamber was originally voiced by the GPU. Yesterday we heard from the European bureaucrats. But you need to understand that they are quite poorly versed in the situation in Ukraine. This is logical, because the EU has a number of their problems. In the end they are persuaded that it is possible to limit the creation of anti-corruption chambers. It is banal imitation of reform. We understand that the anti – corruption court is a completely different level. There are involved international experts, judges provides maximum protection. It is obvious that they will be in grave danger. And the judges are literally falling apart case to the NAB,» – said the source.

He focused on the fact that a number of Ukrainian officials are not interested in creating an anti-corruption court.

«Creating a conditional Pechersk anti-corruption chamber will not change the situation – they will consider important business. Officials who are themselves involved in corruption, are interested in how to protect themselves. And those who are in corruption schemes are not involved already agree even on the imitation of reform, saying, let there be at least something. So the weakening of the EU requirements to Ukraine – losing strategy, which only lead to imitation of reforms. Better to do it later, but qualitatively, than a fast and just be like,» said yurchishin.

The creation of a specialized anti-corruption court is one of the obligations which Ukraine undertook before the international partners – the European Union and the International monetary Fund.

July 13 at a press conference during the summit Ukraine – EU in Kiev, the President of the European Commission Jean-Claude Juncker said that the EU agreed to the establishment of anti-corruption chamber in Ukraine instead of creating a separate court.

NABU said that the idea among the international partners of Ukraine to spread, «taking advantage of their lack of knowledge».
