«Imagine an election with one party, one media and without a single credible international observer, half of the electorate fled the country and was denied the right to vote,» writes in his article in The Wall Street Journal Minister for foreign Affairs of Lithuania Linas Linkyavichus. According to him, these are the elections in the Donbas when Ukraine will lead to political reforms before Moscow will fulfill its obligations.

The Minister is urging the implementation of the Minsk agreements to be guided «not only by the letter of agreements, but common sense.»

He recommends: «the First step should be to ensure security through a genuine ceasefire». «It is unrealistic to require an election where freedom of movement and access is granted only to tanks that put Russia and not Ukrainian political parties, Ukrainian media and the Ukrainian people. The restoration of these freedoms, along with staff of the OSCE and the ODIHR, should be obvious preconditions for elections in the Donbass», — said in the article.

«Should withdraw from the region of military equipment and return of Kyiv control over the Ukrainian-Russian border. Continuing the supply of equipment and support to separatists from Russia need to be stopped,» the author continues.

«Only after security conditions appear, we will be able to focus on constitutional reform and decentralization,» he concludes.
