After the unilateral withdrawal of Russia from the Treaty on the elimination of intermediate-range nuclear forces (INF), the United States is studying the possibility of establishing a system of medium-range missiles, ground-based, to protect themselves and allies. In an interview with Russian newspaper «Kommersant» said Deputy Secretary of state Thomas Shannon.
He noted that the Treaty is a «cornerstone» of international security and stability, and important for relations between Russia and the United States.
According to Shannon, for the United States that unacceptable situation, when the United States comply with the Treaty on the elimination of INF, and Russia continues to produce and deploy the missile system, achieving military superiority.
Since the Treaty does not prohibit research, which do not lead to possession, manufacture and flight tests of proscribed missile systems, USA can take advantage of it.
Shannon stressed that they expect from Russia «constructive interaction» and the implementation of previous commitments on missiles and medium-range.
At the end of June 2017 the number of U.S. congressmen-the Republicans made a proposal on the U.S. withdrawal from the Treaty on the elimination of intermediate-range and shorter-range due to the fact that it does not comply with Russia. In response to Russia said that they would take retaliatory measures because the US withdrawal from the agreement will entail the build-up of arms and the new deployment of missiles in Europe.
On 21 September, speaking at the United Nations, U.S. Secretary Rex Tillerson stated that, in violation of the provisions of the Treaty, Russia ignores the security assurances given at the end of the cold war.
In November the Minister of defence of the USA James Mattis reported that there was evidence that Russia had violated the contract «for several years».
Open-ended Contract on the elimination of intermediate-range was signed in Washington on 8 December 1987 by US President Ronald Reagan and Soviet leader Mikhail Gorbachev. It prohibits both sides to deploy ballistic and cruise land-based missiles with nuclear or conventional warheads with a range of 500 to 5,500 kilometers.
The United States can resume work on medium-range missiles due to the violation by Russia of agreements on the elimination of Deputy Secretary of state 08.12.2017
