The U.S. state Department urged Ukraine to abolish a «punitive law» on electronic Declaration of incomes of activists

The U.S. state Department urging Ukraine to cancel a legislative requirement that e-Declaration of incomes of activists and members of non-governmental organizations, the press service of the state Department.

«The system of Declaration of assets in Ukraine needs to involve public officials accountable, and not create unnecessary burden or pressure on civil society. This punitive law for those same people who seek to improve transparency and accountability in Ukraine, fulfilling the promise of the Euromaidan and aspirations of the Ukrainian people for a democratic country governed by rule of law», – is told in the message.

The U.S. state Department urged to «rapidly abolish» the requirements of Declaration of assets for activists in accordance with the recommendations of the Venice Commission, and to provide «a temporary Amnesty for those persons who do not submit the Declaration in due time».

March 23, 2017, the Verkhovna Rada voted in the second reading for the bill No. 6172, obliging members of public organizations from 2018 to submit electronic declarations. On March 27 the President of Ukraine Petro Poroshenko signed amendments to the law on e-declarations.

The deadline for the submission of electronic declarations will expire on April 1.

March 22, 2018, the Verkhovna Rada rejected the draft law No. 8120, which suggested the abolition of the introduction of compulsory electronic Declaration for the activists of public organizations.

On 28 March the European Commissioner for neighbourhood policy, Johannes Hahn, has criticized Kiev for the fact that the compulsory electronic Declaration activists not canceled.

The President of Ukraine Petro Poroshenko urged MPs to «hear the arguments of civil society, our partners, the head of state and to take a responsible decision to cancel the electronic Declaration».

The deputies have rejected the extraordinary session of Parliament to consider this issue. Its going to make to the agenda for April 3.

On 29 March the ambassadors of the countries «the Big seven» (USA, Canada, UK, Germany, France, Italy, and Japan) expressed concern about the need for the submission of electronic declarations by activists of public organizations in Ukraine.
