The Russian state Duma on Friday, 27 January 2017, adopted in the third final reading the law on decriminalization of battery against family members and loved ones. On 16 January the Secretary General of the Council of Europe Thorbjorn Jagland sent a letter to the chairmen of the state Duma and the Federation Council, which expressed its «deep concern» in connection with a pending lower house bill. He urged the state Duma and the Federation Council not to adopt this bill, because, in his opinion, «the relocation of battery from the category of criminal offences in the administrative offense would be a clear sign of a movement back in the Russian Federation and would constitute a blow to global efforts to eradicate domestic violence».

Jagland recalled that Russia is obliged to respect the European social Charter, which requires parties to protect children from violence.

In response, the Russian side declared inadmissible pressure from Europe on this issue.

«When it comes to decision-making in the state Duma of the Russian Federation, it is a question of deputies of the state Duma,» — said Jagland.
