In January–October 2017 the volume of customs clearance of used cars has grown six times, said in Gospitalniy service of Ukraine.
«For 10 months of 2017 into the customs territory of Ukraine imported 123 thousand vehicles and paid to the state budget 17.4 billion UAH of customs duties. From them 56 thousand second – hand vehicle imports which paid 4.3 billion UAH of customs duties. In January–October 2017 the volume of customs clearance of used cars grew in six times», – stated in the message.
It is noted that if earlier the average for the month was imported about 1 thousand cars, this year – almost 6 thousand cars monthly, and in October – more than 7 thousand cars.
The SFS said that such growth was facilitated by the amendments to the Tax code of Ukraine concerning stimulation of development of the market for used vehicles, which has reduced the excise tax on these cars 10-20 times.
«This helped reduce the overall tax burden, which now stands at approximately 35-40% to the cost of the car. Prior to the entry into force of the law the excise tax was so great that the tax burden on used car reached 90% – almost as much cost this car. This norm is valid from August 1, 2016 (date of entry into force of the law of Ukraine «On amendments to subsection 5 of section XX «Transitional provisions» of the Tax code of Ukraine concerning stimulation of development of the market of used vehicles»), until 31 December 2018″, – said the Agency.
May 17, the Supreme administrative court of Ukraine (SACU) for the first time, convicted the citizen of Ukraine, who was driving the car with the Lithuanian state registration, and ordered him to pay almost 420 thousand UAH, which is equal to 300% of the unpaid amount of customs duties.
In Vasu came to the conclusion that provided the plaintiff a power of attorney from the European Agency of social information from 1 March 2015 and a power of attorney on behalf of the owner of this car «are not relevant and admissible evidence that the plaintiff’s right of use of the vehicle in the customs territory of Ukraine».
The people’s Deputy from Blok Petro Poroshenko, the head of the parliamentary Committee on taxation and customs policy Nina Southerner declared that the excise duty for customs clearance of a car can reduce up to €1 million – €1.4 thousand

Currently excise taxes in Ukraine is so high that exceeds all other taxes at the point of import European cars, said in comments to the edition «GORDON» the economist, Executive Director of the International Fund blazer Oleg Ustenko.
Southerner said on 12 October that the draft law on the customs clearance of foreign-registered vehicles has been developed.
According to GFS, as of November 1, 2017 Ukraine illegally remains almost 236,6 thousand vehicles with foreign registration.
