The Ministry of industry and trade has prepared a scheme targeted food assistance to the population, according to which low-income Russians will receive an electronic card to buy food in the shops. About it writes UKRINFORM with reference to Reuters.
Targeted assistance to the population, as suggested by the Ministry of industry and trade will be implemented in two ways: 1) purchase products in retail outlets through subsidized government electronic cards and 2) a discounted or free food. This follows from the words of the Deputy Minister of industry Viktor Evtukhov in response to a written request of the Agency.
«In case of confirmation of the application (by the applicant for targeted assistance), Bank-program participant citizen is issued an electronic payment card to credit the funds (electronic food certificate)», — said the Deputy Minister, adding that it will be a normal electronic Bank card.
According to the newspaper «Vedomosti», which refers to plan targeted programmes developed by the Ministry of industry and trade submitted to the government a week ago, and to start the program in 2017.
On the previous version of the calculations referenced by the newspaper, in 2017, the program plans to allocate 140 billion rubles, and in 2018 — 214 billion rubles.
«It is technically possible to send food to the owners of the certificates additional funds that can be spent only for acquisition, for example, dairy products, with the objective of maintaining production in any region», — is spoken in the comment of the Ministry of industry and trade.

As reported, according to the survey «Levada-center», the majority of Russians (80%) believe that the country is going through an economic crisis. While the share of Russians, saving on food, recreation and the purchase of goods has grown significantly over the last year.
