January 16-19, Ukraine jointly with Canada and Kingdom of Denmark conducted the inspection of specified area in the Rostov region of the Russian Federation to determine whether he violated code provisions of the Vienna document 2011, announced the General staff of the armed forces.
«The main purpose of the inspection: to check whether the Russian Federation was openness and transparency in their military activities, as provided by the Vienna document 2011 on confidence-building measures and security (hereinafter – VD-2011)», — stated in the message of staff in Facebook.
The inspection results will be communicated to the States parties of the OSCE within 14 days after completion of the test. Will be provided an official report on the inspection of the specified area.
A multinational inspection team confirmed the failure by Russia of the provisions of the VD-2011 on the provision of information on military forces of all participating States of the OSCE.
Representatives of the defense Ministry reported to the inspection team that close to the border with Ukraine formed the 150th motor rifle division, which has more than 10 thousand soldiers. Published start date of the formation of the division on 10 January 2017.
This contradicts the information that the Russian Federation itself gave States parties the official network of the OSCE in November 2016. Then Russia announced that it plans to 2017, increase the number of personnel in the regular forces and military units in accordance with paragraph 10.3 VD-2011.
In addition, said the General staff, violated paragraph 10.3.3 VD-2011, which States that in the case where such information cannot be provided in the annual exchange of military information, this information will be provided by the official network of the OSCE for 42 days before this increase in the number of personnel or with the beginning of the increase.
According to the head of the Russian national Centre for reducing nuclear danger Sergey Ryzhkov, a Ukrainian inspection group composed of the representatives of Denmark and Canada conducted inspections at the towns of Rostov-on-don, Azov, Taganrog, Novoshakhtinsk, Kamensk-Shakhty and Novocherkassk.

Ryzhkov said that during the inspection, all the wishes of the inspection team on visiting various places in the surveyed area, the Russian side was completed: «In particular, the inspectors were provided with the opportunity to visit the military training grounds «Kadamovsky» and «Kuzminki», the railway station loading and unloading «Matveev Kurgan» and «Chapri». In addition, inspectors received briefings from commanders of all military units and formations located in the area of inspection.»
So, the planned three-day inspection by the Ukrainian inspectors of the military activity or its absence in the territory in advance of certain military units of the Russian Federation in the Rostov region ended on 19 January.
