The President of Ukraine Petro Poroshenko introduced to the Verkhovna Rada a package of three bills aimed at the implementation by Ukraine of criteria for the introduction of visa-free regime with the European Union in the sphere of combating corruption by defining their priority.

According to the report, in particular, introduced a draft law of Ukraine «On amendments to the Law of Ukraine «On Prosecutor’s office» to ensure transparency regarding the organization of the activities of Specialized anti-corruption Prosecutor’s office for the purpose of implementation of the recommendations of the International monetary Fund», which perfects the procedure of selecting senior staff of the Specialized anti-corruption Prosecutor’s office and increases the guarantee of its independence and impartiality.
The draft law of Ukraine «On amendments to some legislative acts of Ukraine on implementation of the recommendations contained in the sixth report of the European Commission on the implementation by Ukraine of the action Plan on liberalization the EU visa regime for Ukraine, for improvement of the framework for the operation of the National Agency of Ukraine on identification, investigation and management of assets derived from corruption and other crimes» aimed at the full implementation of the EU Directive of 3 April 2014 No. 2014/42/EU on the seizure and confiscation of objects in criminal activity and the proceeds.
The draft law of Ukraine «On amendments to the criminal and criminal procedural codes of Ukraine regarding the implementation of the recommendations contained in the sixth report of the European Commission on the implementation by Ukraine of the action Plan on liberalization the EU visa regime for Ukraine, regarding the improvement of the procedure of arrest of property and special confiscation» aimed at improving the procedures of seizure and confiscation of the special Institute and to bring them into line with best European standards and practices.
The adoption by the Verkhovna Rada of the laws already on the next plenary week will create the conditions necessary for the speedy introduction by the European Commission to the Council and European Parliament a legislative proposal to abolish the visa regime for citizens of Ukraine, emphasized in the message.
As reported yesterday, 11 February, Poroshenko said that the electronic Declaration of income of civil servants should be introduced in the current year. «I ask, finally, remove from the Law on State budget amendment that transfers an electronic Declaration in 2017. We will start their work in 2016. This package is called the package of a visa-free regime, and to postpone as far as we can,» the President said.
He noted that the bills concerning these changes are already finalized in the light of experience of implementation of accountability of civil servants in the European Union.
