The President of Ukraine Petro Poroshenko has signed the law «On public procurement» adopted by the Verkhovna Rada on 25 December 2015.

The law provides for the introduction of an electronic procurement system for all state procurements for goods and services, the cost of which equals or exceeds 200 thousand UAH, for works the cost of which equals or exceeds 1.5 million USD (for customers that operate in separate areas of management, cost of goods and services is equal or exceeds 1 million UAH, and for works, the cost of which equals or exceeds UAH 5 million).
The law provides a system of electronic procurement for 2016 in two phases: April 1 – for the Central Executive authorities and customers, operating in separate areas of management; August 1 for other customers.
It is noted that the implementation of the law will enhance the level of competition in public procurement and reduce corruption.
According to the Deputy head of the presidential Administration Dmitry Shymkiv, «this law is the scaling of the pilot project of electronic procurement system ProZorro, which has proven its efficiency, saving in 2015 of more than 0.5 billion UAH».
Recall, the Verkhovna Rada of Ukraine on 25 December 2015 passed the Law «On public procurement», which provides for the transfer of all state customers and performers of the electronic public procurement system until January 1, 2017.
The law is compulsorily applied to public procurement exceeds the amount of 200 000 UAH, but not more than the maximum amount established by the Cabinet of Ministers.
As stated by Prime Minister Arseniy Yatsenyuk, thanks to the electronic procurement system ProZorro this year, the state will save at least 5 billion hryvnias of budgetary funds.
