The Verkhovna Rada of Ukraine adopted the law «On service in local governments». Government bill No. 2489 was supported by 253 people’s deputies, according to the parliamentary website.
As noted, the document, in particular, provides for the settlement of the status of the employees of local governments, equal access to service in bodies of local self-government solely on the basis of professional competence and transparent acceptance on service in bodies of local self-government.
Additionally, the law provides for the de-politicization of the service in local self-government establishes a new model of remuneration, which minimizes the subjectivity of the head and also provides for the introduction of an effective mechanism to prevent corruption. The new law spelled out procedures for redeployment of the service in bodies of local government employees and elected officials of local self-government, and the amplified safeguard the use of officials of local government of the state language.
The law also provides for the inclusion of provisions on the settlement of the question of disciplinary responsibility of employees of local self-government, the predictions of the provisions concerning the characteristics of service elected officials of local self-government, a new definition of the status of the employees of the patronage service in bodies of local self-government.
It should be noted that the draft law was prepared based on the results of meetings and its submission to the Ministry of regional development, construction and housing and communal services of Ukraine the group of Polish experts on reforms of local self-government and decentralization of power in Ukraine. Was also held working meetings with experts of the Twinning project of the EU, which was received on the proposals included in the law.
We will remind, on February 7, President Petro Poroshenko signed the law on enrollment of the rent for subsoil use for oil and gas in the local budgets.
