The Central election Commission approved the form and text of ballots in the midterm elections of people’s deputies of Ukraine on 17 July 2016 in single mandate electoral districts №№23, 27, 85, 114, 151, 183, 206.
As the press service of the CEC, on Wednesday at the meeting, which was held by the Chairman of the Central election Commission Mikhail Okhendovsky, it was found that the text of ballot papers printed in the state language on one sheet of light blue color, on one side only, using a graphical protective elements visible special security inks that change their optical properties under the influence of temperature and UV irradiation, and modification of the number of the polling station protective paint, which appears on the back of the ballot.
The Commission also registered Trustees of some of the candidates for deputies, registered in single-mandate constituencies.
In addition, the CEC approved the allocation of subventions from the state budget to local budgets for preparation and holding of the first elections of deputies of village, settlement and city councils of the United territorial communities and relevant village, settlement and city heads on 28 August of the current year in four regions of Ukraine totaling approximately 1,441 million USD and for the manufacture of bodies maintaining the State register of voters of the voters lists and personal invitations to prepare and conduct these elections for a total of 6 900 UAH.
CEC also considered the issue of redistribution of budget allocations under the budget program «elections of people’s deputies of Ukraine» and «Subvention from the state budget to local budgets for holding elections of deputies of local councils and rural, settlement, mayors». So, according to the calculations of the CEC, the amount of funds required for the organization of preparation and conduct of elections of people’s deputies July 17 is 32,167 million USD. However, the law of Ukraine «On state budget of Ukraine for 2016», the volume of funds under the budget program «elections of people’s deputies of Ukraine» is set in the amount 19,667 million USD, which is insufficient to ensure adequate preparation of the elections.
The election Commission has appealed to the Verkhovna Rada and the Cabinet of Ministers regarding the increase of budget expenditure in this area, but to date, the allocation of the necessary funds have not been solved.
As reported, on 21 June, the CEC has completed the registration of candidates for deputies at the elections to the Verkhovna Rada on July 17. There were 376 candidates.
Among them there are figures such as the Russian separatist, member of the anti-Ukrainian propaganda show on the Moscow TV channels Victoria Shilova (27th district, Dnipro), who served under Yanukovich the post of Deputy head of the Dnipropetrovsk regional Council.
