The Ministry of health sinhroniziruete its reform process of decentralization

The Ministry of health and representatives of the Association of cities of Ukraine have agreed to synchronize their efforts in the implementation of health reform and decentralization reform. On 24 November, Deputy health Minister Pavlo Kovtonyuk during the Forum of local government which took place in Ivano-Frankivsk, the press service of the Ministry of health.

«It is very important to synchronize our reform with the reform of decentralization that strengthen each other. During the forum had fruitful conversation with the mayors and the presidents of the United territorial communities. The main task for today is to clearly delineate the roles of all participants in the process, since hash functions leads to financial and organizational claims,» said Kovtonyuk.

In the implementation of health reform, which will start in 2017, the Ministry of health proposes to allocate roles in the health care system when the insurance of citizens by the state, treatment — medical personnel, and the provision of health infrastructure will be the responsibility of local communities.

«We give patients the right to choose the doctor, the doctor — the freedom to choose organisational-legal forms of activity and place of work, and local authorities will bear full responsibility for that, and the doctor and the patient had good conditions for work and treatment,» — said the Deputy Minister.

The Ministry of health invited the heads of local governments of the four priority areas for next year: autonomy of health facilities; provision of medical institutions with computers; creation of appropriate infrastructural conditions for the work of primary care physicians; provide transportation for patients to the primary care physician.

In particular, the Ministry will develop a standard package of documents, which will allow communities to carry out the autonomy of medical institutions — standard solutions tips, statutes, institutions, and the like. The Verkhovna Rada, in turn, should pass a law about the autonomy of medical institutions with a clearly defined end term, and also to keep up with the changes in licensing practice, which will accelerate and simplify the process of autonomy and to ensure the transition to a contractual relationship with health care providers.
