The Ministry of internal Affairs plans to reduce the period of validity of driver’s licenses from 30 to 5-15 years, to reconsider the categories of vehicles according to EU requirements and to introduce a microchip as an integral part of the identity of the driver. The interior Ministry intends to oblige drivers to undergo a medical examination every fifteen years, because today in Ukraine there is a big problem with the medical certificate and persons at risk.
This was announced by the Deputy Minister of internal Affairs Anastasia Deeva, UNIAN reports.
According to her, now the interior Ministry are working on harmonization of the Ukrainian legislation with the legislation of the countries of the European Union, as such commitment undertaken by Ukraine in signing the agreement on associated membership in the EU.
«We are talking about the implementation of European Union directives relating to the carriage of dangerous goods and on the driver’s license. When we speak of driver’s license, it implies, first, full protection against forgery, and secondly, the examination system, which should stimulate a person to a fair exam, the third is the revision of the classification of categories and subcategories of transport, and, fourthly – this is what causes some concern is the validity of a driver’s license. Here I want to say that this refers to the inspection of the condition of the driver, because today in Ukraine there is a big problem with the medical certificate and at risk citizens, especially from vehicles, which transport dangerous cargo or people,» said Deeva.
She also stressed that we are not talking about the periodic examination of drivers and periodic medical examination.
It is proposed that for drivers of category «b» to set the frequency of check-up once in 15 years, and for drivers transporting people or dangerous goods, this period will be shorter.
She also added that innovations in the field of traffic Rules is discussed at the level of the Ministry of internal Affairs, committees of the Parliament and public sector. Only then the accumulated documents will be tabled in Parliament.
«In February, early March, these bills will be sent to the Parliament,» she said.
As previously reported, in driving permits new Eurostandard eliminates some old categories, but add new ones.
Recall that the introduction of the right of Eurostandard provided by the plan of implementation of the Directive 2006/126/EC of the European Parliament and of the Council of 20 December 2006 on driving licences which was adopted by the Cabin of Ukraine No. 114 dated 18.02 2015. The new law also will differ from the current shorter-term actions.
