The Ministry of foreign Affairs of Ukraine has no influence on the activities of visa centers in Ukraine. This is stated in the commentary of the press service of the foreign Ministry.
«The Ministry of foreign Affairs of Ukraine carries out registration, accreditation, licensing of suppliers of services for reception of the visa petitions, has no influence either on the selection process of such companies European partners, nor on the operations of the visa centers on the territory of Ukraine», — stated in the document.
The Department explained that the possibility of involving the countries of the European Union external service providers (so-called. visa application centres) for the reception of visa applications is provided by the Visa code of the EU (paragraph 13 of the preamble) and the Agreement between Ukraine and the European Union on visa facilitation (with amendments dated 23.07.2012).
Now in Ukraine in the sphere of provision of services to the citizens of visa petitions has four companies with which a separate foreign state, in particular the member countries of the European Union has concluded relevant agreements. This company «VFS Global», «Teleperformance», «Pony Express» and «Visa Management Service». In the framework of their activities they can engage contractors to provide services. The activities of these companies in the field of personal data processing must comply with the requirements of Directive 95/46/EC on the protection of personal data.
The procedure for the selection of suppliers of services for reception of the visa petitions subject to national legislation of the respective countries. At the same time, the operation of visa application centres in terms of company registration, business activities and other organizational matters governed by the laws of Ukraine.
In the event of a desire to enter Ukrainian market of these services or to strengthen their presence on it, the foreign Ministry of Ukraine recommends to apply directly to the countries-EU members and to act in accordance with clear and transparent procedures.
18 December 2015, the European Commission published the final report on the implementation by Ukraine of the action Plan on visa liberalization with the EU.
In the report the EC States that Ukraine has fulfilled all the conditions to recommend to include it in the list of countries with which the EU has a visa-free regime.
The report will be forwarded to the EU Council and the European Parliament, and on the basis of this document they should approve the decision on visa liberalization with Ukraine.
The Minister of foreign Affairs of Ukraine Pavlo Klimkin believes that a visa-free regime with the EU will take effect in 5-7 months.
The Deputy foreign Minister on European integration Elena serkal said that the EU Council will consider the abolition of visas for Ukraine in March or June of 2016.
In addition to the EU, Ukrainians will also have the opportunity to travel without visas in 57 countries.
Note that member countries of the EU can temporarily block the visa-free regime with Ukraine in case of default of obligations in respect of the fight against corruption, migration policy, and security issues.
The dialogue between the EU and Ukraine on visa liberalisation started in 2008, and in 2010 the EU offered Ukraine an action Plan on visa liberalization.
