The Council of Europe has replaced the statement by the special adviser of the Secretary-General of the Council of Europe in Ukraine, where he expressed regret at the recent resignation of Deputy Prosecutor General Vitaliy KASKO. Sources «European truth» reported that a political decision on the replacement of the statement on the website of the COE was made on Wednesday, 17 February, late in the evening, however, did not specify detailed reasons.
In a new statement with the opposite meaning, not mentioned the name of Deputy attorney General KASKO, but in the Council of Europe welcomed the address of President of Ukraine Petro Poroshenko on 16 February about the need for rapid and effective reform of the Prosecutor’s office.
«It’s a strong incentive for rapid and significant steps towards fulfilling one of the commitments that Ukraine assumed when joining the Council of Europe: transformations of public prosecution in modern prosecution service. The people of Ukraine need a Prosecutor’s office, which operates independently, respectively, the rule of law, pursues a policy of zero tolerance to corruption and enjoys public confidence,» the statement said.
In addition, the new statement does not mention the Deputy Prosecutor General David Sakvarelidze, responsible for the reform.
The Council of Europe reiterated that it has long-term support for the reform of the Prosecutor’s office of Ukraine and will continue to do so.
One of the key aspects of this reform, as noted in the Council of Europe, is the elimination of any constitutional basis for «General oversight» of the Prosecutor’s office, which led to numerous abuses and corruption in the past.
As reported, resigned KASKO filed on 15 February. In his words, «the last straw was yet another redistribution of the work of the GPU».
«Shokin took me all the functions and tools to conduct business, which started our team, including «diamond» prosecutors,» said KASKO.
According to KASKO, «the GPU is a dead body in independence which nobody believes.»
At the same time, the Verkhovna Rada Deputy from the faction «people’s front» Tatiana Chornovol accused the Deputy Prosecutor General Vitaliy KASKO in blocking the investigation of financial fraud of former President Viktor Yanukovych and his entourage.
Recall that in the late summer of 2015 it was reported that on KASKO laid powers to combat corruption in the country.
