The European Commission on the declarations activists: Ukraine has not fulfilled its obligations

The requirement of the Ukrainian legislation on compulsory electronic declaring NGO activists contrary to international recommendations. This is stated in the statement of the European Commissioner for neighbourhood policy Johannes Hahn, published today on the website of the European Commission.

The document notes that on April 1 in Ukraine, the deadline for filing declarations by activists.

«Ukraine has not fulfilled its obligations», – said in a statement.

Khan stressed that the recommendation to abolish the mandatory Declaration for activists was announced by the international partners of Ukraine, including the Venice Commission, OSCE and the European Union (in the context of implementation of the Kiev commitments in the framework of the liberalization of the visa regime).

«Members of civil society are not public officials to declare their assets is unacceptable and unnecessary burden and pressure on them and will play into the hands of those who seek to effectively destroy the efforts of Ukraine to combat corruption,» reads the document.

It notes that in recent years Ukraine has achieved significant progress and it is important «not to undermine the progress made».

Khan considers it necessary for the Parliament to revisit this issue and to cancel the Declaration activists.

«The EU stands ready to provide further support and advice,» – said in the European Commission.

On March 22 the Verkhovna Rada rejected the draft law No. 8120, which suggested the abolition of the introduction of compulsory electronic declaring NGO activists in 2018.

March 23, 2017, the Verkhovna Rada voted in the second reading and in whole draft law, obliging in 2018 to submit the electronic Declaration of the members of public organizations.

On March 27 the President of Ukraine Petro Poroshenko signed amendments to the law on e-declarations.

In January 2018, the European Union said that the Declaration system «imposes unnecessary burden and pressure on NGOs,» and urged Kiev to cancel the controversial rule.
