The European Commission is again ready to act as mediator in the gas talks between Kiev and Moscow

Vice-President for the Energy Union of the European Commission maroš Šefčovič stated willingness of the European Commission again to be third party in gas talks between Kiev and Moscow, according to February 29, 2016 UNIAN.

«The European Commission is ready to act as mediator in the trilateral negotiations on gas. Currently we are studying the possibilities», — Šefčovič has outlined the position of the EC.

Speaking about his participation at the conference «Ukrainian Energy forum», the Vice-President said that he intends to call for the continuation of energy sector reforms. «In particular, to the adoption and implementation of delayed energy legislation (the law on the regulator of electricity and energy efficiency), support the momentum for reforming the gas sector, the unbundling «of Naftogaz, the need for transparent tendering and the privatisation of state companies,» declared he.

Answering the question assessed whether the European Commission for Ukraine to be fully independent from Russian gas, Šefčovič addressed the practice of the European Union, which holds, as provided for in the framework of the Energy Union from February 2015, a strategy of diversification, both from the point of view of the sources, and from the point of view of routes. «A policy focused on energy efficiency, demand management and rules of the internal market, should also contribute to energy security. I think this is also a good model and strategy for Ukraine», — convinced the Vice-President of the EC.

As reported, during his visit to Kiev Šefčovič will meet with President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk. He will also hold meetings with the Minister of energy and coal industry Vladimir Demchishin and Chairman of Board of NJSC «Naftogaz of Ukraine» Andrey Korolevym. In addition, in the Verkhovna Rada he will hold talks with deputies who deal with matters relating to energy.

In the government of the EU Commissioner Šefčovič is a Slovak.

In 2015 he has already played a role of mediator in Ukrainian-Russian gas negotiations.

Answering the question about the potential interest of European companies to be attracted to manage the Ukrainian gas transportation system (GTS), Šefčovič said: «the Current reform of the energy sector pursue the goal and also attract (foreign) investors on the energy market of Ukraine. Ukraine is and must remain an important transit country; European companies may be of interest to support and strengthen that role.»

A similar role for European companies and he sees future in privatization of certain gas storage facilities, noting that the system of gas storage in Ukraine «is an important and valuable asset for Ukraine.»

Commenting on the implementation of the EU third energy package and the situation in Slovenia, where Russia’s Gazprom is blocking reverse to Ukraine, Vice-President of the EC stated that the adoption and implementation of legislation internal Energy market is «an important task not only for the member States of the EU, but also for all countries that are members of the Energy community, including Ukraine». «Reverse flows are an important contribution to increasing energy security,» he said.

Answering the question about the effectiveness of diversification for the EU in the conditions, when among themselves will compete against two Russian project – South stream and Nord stream, Šefčovič stressed that diversification «is an important goal of the Energy Union». «It includes the diversification of routes and sources», — said Vice-President of the EC.
