«Rating of activity of heads of regional state administration for 2016» Committee of voters of Ukraine was headed by the heads of regional state administrations in Kharkiv, Lviv and Kirovohrad regions. First place, according to the CVU, was taken by the Chairman of the Kharkiv Yulia Svetlichnaya. Kharkiv region showed the highest socio-economic indicators among other regions. In addition, Svitlychna joined the group of leading experts.
Also in the top five — Oleg synyutka (Lviv), Sergiy Kuzmenko (Kirovograd), Stepan Barna (Ternopil region) and Gennady Moskal(Transcarpathia).
Last place, according to the study, took the head of Kherson region Andrey Gordeev. In the group of outsiders also Oleg Goncharuk (Ivano-Frankivsk region), Alexey, Malyarenko (Rivne oblast), Oleksandr fyschuk (Chernivtsi region) and Valery Golovko(Poltava).
According to the Director of the CVU Alexey Purse, it is planned that the project data will continue to be published quarterly, and year-end results will be published in the final report. Reports are sent to heads of regional administrations so that they could see the shortcomings of their work, as well as the President and head of government for more efficient control over activity of heads of regions.
«We expect that the rating will help the state better assess the work of heads of regional state administrations and take appropriate management decisions. The public in turn will have the additional tool of control and basis for comparison the local authorities,» said Koshel.
Kcal of the project the «Rating of activity of heads of regional state administration for the year 2016» was to assess the level of administrative efficiency of Executive authorities in the field. Assessment of work of heads of regions consists of two components: indicators of socio-economic development of the region and of the results of a survey of 245 local experts — politicians, journalists, public figures and activists.
The expert survey was conducted by questionnaire. There are 16 directions. In particular, questions were raised on the implementation of reforms (decentralization, simplification of administrative services, public procurement, fight against corruption), personnel policy of the President, administration and cooperation with the regional Council and transparency. In the expert survey involved 245 people. Mostly they were opinion leaders, political experts and media representatives.
We will remind, before the Committee of voters of Ukraine (CVU) has made a rating, which showed the most ineffective leaders of the parliamentary factions.
