Group «DNR» and «LNR», which is temporarily in control of certain districts of Donetsk and Lugansk regions (ORDA), agreed to postpone the holding of local elections in 2016.
This was stated by the representatives of the so-called «republics» in the tripartite contact group Denis Pushilin and Vladislav Deinega, reports on Tuesday 6 October the website of the separatist «Donetsk news Agency».

At the same time, they consider that the Ukrainian authorities should have special status and ORDO to grant Amnesty to participants of events on the territory of Donetsk and Lugansk regions, as well as «under vote amendment to the Constitution in new, coherent with our version».
«We believe that the draft special electoral law and the draft amendments to the Constitution of Ukraine and other acts, should preferoutline all participants of the Minsk talks. And, if in the voting in the Verkhovna Rada, or for other reasons agreed text will change, consider it rude and unacceptable breach «of a package of measures,» said the collaborators.
Yesterday, 6 October, the Deputy head of the presidential administration Konstantin Yeliseyev noted that on 2 October in Paris, Russia insisted on the adoption of a new Amnesty law, under which the rebels would receive Amnesty before the elections in the Donbas, but Ukraine held its own. As emphasized Yeliseyev, Ukraine will not adopt new laws on Amnesty or on peculiarities of local self-government, although they were demanded by Russia in France: «today, we Have no need to adopt a new Amnesty law nor the so-called law, which was imposed on us, «About the individual status of Donbass». We have a whole legal framework in order to address these issues. Moreover, this legal framework fully meets the Minsk agreements».
«We are so overwhelmed to have adopted a new electoral law, taking into account the interests of the fighters and separate proposals of certain moderators. This also did not happen. Moreover, we believe that elections should be held based on Ukrainian legislation monitored by the OSCE/ODIHR. We have rejected all attempts to put pressure», — he stressed.
Yeliseyev also said that on 6 October in Minsk will discuss the specifics of holding elections in the Donbass in the framework of the Trilateral contact group: «Discussion of features of the local elections would be held within the framework of the Trilateral contact group. And I want to say that tomorrow will host the next meeting at which we expect that just the process and will be initiated».
Before that, the Russian foreign Minister Sergei Lavrov said that the signals from Moscow about the results of the negotiations «Channel four» are sent in Donetsk and Lugansk, the Kremlin is waiting for a response. So, the head of the Russian foreign Ministry again lobbied for a special status for the occupied part of the Ukrainian Donbass and called for the Amnesty of fighters.
Recall that the militants «DNR» and «LNR» planned illegal conduct of local elections on 18 October and 1 November, respectively. The international coalition has repeatedly stated that such an election illegal and insisted on the intervention of the Russian leadership to put pressure on militants to cancel the «elections».
On 2 October in Paris hosted a meeting of leaders «Norman Quartet» (Ukraine, Russia, France and Germany). According to its results, Poroshenko said that the withdrawal of light weapons in the Donbas must be held 41 days.
All participants of the negotiations «channel four» supported the holding of elections in some districts of Donetsk and Lugansk regions according to Ukrainian legislation, under the supervision of the OSCE.
In turn, French President Francois Hollande said that the elections in Donbas must be held under Ukrainian law in the course of 80 days after the adoption of the corresponding law, and all candidates for election to the so-called «DNR» and «LNR» have to be granted immunity.
Hollande added that the meeting discussed the issue of Amnesty, which «should happen together with the elections».
In turn, the press Secretary of the Russian President Dmitry Peskov said that the issue of elections in «DNR» and «LNR» in isolation from political reform in Ukraine problematic.
He noted that Putin promised that in the next few days will give the Commission to discuss these issues with official representatives of «DNR» and «LNR».
