Speaker of the Verkhovna Rada Volodymyr Groysman announced the withdrawal from the coalition of the faction «Self-help».

He said this immediately after the opening of the morning session.

Thus officially, the coalition no longer exists.

«According to a statement filed to report the termination of the participation of the Deputy of the faction «Self-help» in the parliamentary coalition European Ukraine, the appropriate review and signatures of the members of this faction, under the coalition agreement,» he read out.

«Sorry, but I think that will continue political consultations and find the right exit for the country from the situation that has developed», — commented on the statement Groisman.

Prior to this, he stated that we need to continue political consultations «with all political party factions represented in the Parliament, which was part of the coalition to find a way out of this situation.»

«We have time for consultation, to propose clear clear anti-crisis plan», — said Groisman.

Earlier, the head of the faction «Block of Petro Poroshenko» Yuriy Lutsenko stated the actual collapse of the coalition, which formalized the statement of the faction «Samopomich» to withdraw from the parliamentary majority. However, according to Lutsenko, formally in the coalition deputies as much as it was until now, because «a coalition is formed by the personal signatures of people’s deputies under the coalition agreement». «As far as I know, no one member of its (signed) has not yet been recalled. Even after the statement of the Radical party about the coalition… no Lyashko, nor its associates signature was not revoked,» — said Lutsenko.

We will remind, according to the Basic law, the activities of the coalition in the Verkhovna Rada will be deemed terminated after the deputies of all factions, announced the withdrawal from the coalition of the Radical party and «Batkivschyna» and «Samopomich» will withdraw their signatures under the coalition agreement. After that, according to article 83 of the Constitution, the new coalition in the Verkhovna Rada must be formed within one month from the date of termination of the old coalition.

According to article 90 of the Constitution, if within one month the Verkhovna Rada have not formed a coalition, the President has the right but not the obligation, to early terminate the powers of the Ukrainian Parliament. Such a decision may only be taken after consultation with the Chairman of the Verkhovna Rada, his deputies and the chairmen of the factions. After that the head of state, in accordance with article 77 of the Basic law, within 60 days, appoint extraordinary elections to the Parliament.

At the same time, if the faction of the Radical party, which had previously voiced his intentions to return to a parliamentary coalition and now counts 21 members, join an existing coalition, its total number in the «Block Poroshenko», «Popular front» and the Radical party reaches 238 people’s deputies. It is sufficient for the authority of the coalition of Deputy factions.

Lyashko: in 3 weeks to form a new coalition and government

The leader of fraction «Radical party» Oleg Lyashko believes that in the next three weeks it is necessary to form a new coalition and a new government.

As the correspondent of the UNIAN reports, he said in comments to journalists.

Lyashko said that his faction proposes to «all democratic forces of the Parliament» to begin the formation of a new coalition.

«According to the Constitution, has 30 days to forming a new coalition. We have these 30 days no. We cannot afford the luxury of 30 days to form a new coalition,» — said the Deputy.

So, Lyashko urged today to begin the formation of a new coalition, the new life program and the formation of a new government.

«This is our proposal. We are ready to participate and be participants in the formation of a new coalition», — he stressed.

According to Lyashko, «the next three weeks should be spent on it to form a new coalition, new government and the next plenary week, which will be in three weeks, to offer society a new coalition, a new programme of action and the new government».

Lyashko showed the letter to the Chairman of the Verkhovna Rada Volodymyr Groysman on the release of his faction from the coalition.

«Our colleagues tell us that, they say, we came out of the coalition. Please, my letter of September 2, 2015 name of Groysman: «I Inform You of the unanimous decision of parliamentary fraction «Radical party of Oleh Liashko» about withdrawal from the coalition of Deputy factions in the Verkhovna Rada of Ukraine… In connection with anti-cheating in the Verkhovna Rada of Ukraine and at the top of the Ukrainian authorities», — said the Deputy.

According to Lyashko, the letter of September 2 was registered by the Secretariat of the Chairman of the Parliament.

He also showed an excerpt from the minutes of the meeting of the faction, where MPs decided to leave the coalition.

«All the talk that the speaker of the Parliament does not know that the faction of the Radical party September 2, withdrew from the coalition, from the evil one», — said Lyashko.
