The government created a State Bureau of investigation and approved six of the nine members of the competition Commission.
This was stated by Prime Minister Arseniy Yatsenyuk on Monday, February 29, at an extraordinary meeting of the government.
«Today we need to create the State Bureau of investigation, approval of the competition Commission from the President and the Cabinet and once again to appeal to Parliament to take a decision about the direction their candidates in the composition of the tender Commission on the election of the Director of the state Bureau of investigation», — said Yatsenyuk.
«We expect BP three candidates to the competition Commission, creating the RRG as a Central authority, and appointed for the first meeting tomorrow to begin the contest for selection of the head GBR», he added.
Yatsenyuk also reminded that the Verkhovna Rada registered draft amendments to the law on RRT, which postponed the entry into force of this act in order until the appointment of the head of the Agency complete the investigation remained in the Prosecutor’s office.
In the competition Commission from the Cabinet included the Deputy Minister of internal Affairs Eka Zguladze, first Deputy Minister of justice Natalia Sevastianova and the people’s Deputy Anton Geraschenko.
The Commission from the President entered Roman maidanyk — head of Department of civil law faculty of Kiev national University. Shevchenko, academician of the National Academy of legal Sciences, doctor of legal Sciences, Professor Viktor Samohvalov — Professor of the Department of theory of law and state, law faculty of KNU. Shevchenko and partner of law firm «Sayenko, Kharenko» Tatyana Slipachuk.
As reported, on February 27, President Petro Poroshenko signed a decree «On appointing persons to the Commission on carrying out competition to fill the vacancy of Director of the State Bureau of investigation» (RRG).
The Verkhovna Rada adopted the law «On the State Bureau of investigation» November 12, 2015 the document was signed by the President on 14 January 2016. RRT will carry out law enforcement activities «for the purpose of prevention, detection, suppression, disclosure and investigation of crimes within its competence».
At the state Bureau of investigation shall be responsible for the investigation of crimes, now on remand the prosecution, namely: the crimes committed by the highest officials, civil servants, judges and law enforcement personnel, except when those crimes referred to the investigative jurisdiction of detectives of the National anti-corruption Bureau, and war crimes.
The law specifies that the Director of the State Bureau of investigation appointed by the President of Ukraine on proposal of the Prime Minister, which he will make based on the decision of the tender Committee.
First Deputy and Deputy Director are appointed and dismissed by the Director of the Bureau for the submission of the tender Committee.
In the competitive Commission on election of the Director of the state Bureau of rassledovanii consists of three people, defined by the President of Ukraine; three people identified the Verkhovna Rada on representation of the relevant Committee of the Parliament; three people identified by the Cabinet.
The profile Committee of the Verkhovna Rada on 3 February determined the nominations of three representatives from the Parliament the Commission on the competition for the position of Director of the State Bureau of investigation.
Thus, in the composition of the competition Commission supported the candidacy of the first President of the Verkhovna Rada Committee on legislative support of law enforcement Mykola Palamarchuk and Committee member Victor King and Yevhen Deydey.
However, the Parliament has not yet approved the corresponding decision.
Note, specialized anti-corruption Prosecutor Nazar Holodnitsky believes that the state Bureau of investigation will work no earlier than January 2017.
