The Cabinet of Ministers of Ukraine at a meeting on September 13 ordered the Ministry of foreign Affairs of Ukraine (MFA) and the security Service of Ukraine (SBU), to introduce Russia to the list of migration risk countries until September 30, informs the Agency «Interfax-Ukraine».
It is noted that the government adopted a plan of implementation of the presidential decree on the entry into force of the decision of the Council of national security and defense of Ukraine of July 10, 2017 «On strengthening the control of entry to Ukraine, departure from Ukraine of foreigners and persons without citizenship, compliance with the rules of stay on the territory of Ukraine». The document is at the disposal of the Agency.
It is assumed that the foreign Ministry and SBU have to update the list of countries of migration risk and to inform the Cabinet and the office of the Council of national security and defense. According to the document, the Ministry of internal Affairs (MIA), State border guard service (SBGS), the State migration service (SMS), foreign intelligence Service and the security service up to 30 September should strengthen control over the entry and departure from Ukraine of foreigners, including citizens of Russia and persons without citizenship.
The Cabinet of Ministers instructed the foreign Ministry, the interior Ministry, the SCS and SBGS until 30 October to study the mechanism of implementation of entry and exit from Ukraine of foreigners, including citizens of the Russian Federation on foreign passports with contactless electronic media. These agencies have also been instructed to work with the SBU the introduction of preliminary electronic communications of foreigners entry to Ukraine.
According to the document, the Ministry of economic development and trade, SBS, SMS, Ministry of Infrastructure, state foods and consumer service and the State have until November 30 to establish centers of administrative services next to the control points of entry and exit.
The interior Ministry, the SCS and SBGS are instructed to run from 1 January 2018 national system of biometric verification and identification of citizens of Ukraine, foreigners and persons without citizenship.
On August 30 the President of Ukraine Petro Poroshenko enacted NSDC decision on biometric control for foreigners at the border. The decree stipulated that the Cabinet of Ministers of Ukraine with participation of the SBU during the month should provide greater control over the entry into Ukraine and exit of foreigners and persons without citizenship and to introduce Russian in the list of countries of migration risk.
On 24 June, the Secretary of the national security Council and defense Oleksandr Turchynov said that the State border service of Ukraine is ready to pass Russian citizens into the country for biometric passports, as well as to the selection they have biometric data.
July 10 meeting of the NSDC Poroshenko said that Ukraine will be introduced the collection of biometrics of everyone entering the country to foreigners.
