The Cabinet canceled 367 acts limiting business in Ukraine

The Cabinet of Ministers abolished the 367 decisions and regulations that limit business activities in Ukraine. The decision was taken at a government meeting on 23 November, writes the Ukrainian truth.

Prime Minister Vladimir Groisman, opening the meeting noted that the Cabinet will «remove all barriers to business was developed.»

«Today, we cancel more than three hundred and sixty different regulations and legal acts, which regulated the activities of business and entrepreneurship», – said the Prime Minister.

The Ministry of economic development and trade of Ukraine has prepared a comprehensive draft law on deregulation of business, the adoption of which will allow Ukraine to improve its position in the world Bank’s Doing Business by at least 40 positions and in 2018 to enter the TOP 30 countries participating in the rating. This was during a government meeting said the first Deputy Minister of economic development Maxim Nefedov, writes UNIAN.

According to him, the bill represents two directions of solutions — long-term and require long time for implementation, and solutions that can be adopted in the near future. Solutions relate to the key areas of business — from construction to IT, and also questions of introduction in Ukraine of Institute of a trust, improvement in the sphere of observance of the rights of minority shareholders, improvement of creditor rights.

«This bill will improve Ukraine’s position in Doing Business for no less than 40 positions. We have the ability to enter in 2018 in the TOP 30 countries (rating – ed.),» said Nefedov.

He also said that in the near future the document will be the assessment of the expert community and public organizations.

«And after a few weeks, we’ll bring this bill to the government meeting for approval and then to Parliament,» said Nefedov.

In particular, the bill provides for the abolition of the need of mandatory use of seals by business, simplify the registration of newly created legal entity as a payer of value added tax, deregulation of obtaining construction permits.

«As a result, the percentage of the cost of the bureaucratic procedures in the construction cost, according to our estimates, will be reduced 3 times — with more than 15% to 5.2% of construction costs,» said Nefedov.

Also, the Deputy Minister stressed that the bill contains provisions on the simplification of the bankruptcy procedure, which in its current form takes at least three years and significantly reduces the ability of creditors to obtain their money.

«The term of bankruptcy proceedings in Ukraine is at least three years, and the chances of the creditor to obtain something in this process is not more than 15 kopecks with one nested hryvnia. For businesses that already have a majority of the lender, the property which is fully pledged, do not need a long process with the creditors ‘ Committee. We are able to shorten the procedure to 3 times and reduce the cost of the procedure for lenders is almost 2 times,» said Nefedov.

The bill also contains provisions to simplifying the registration of property and receipt of loans, improving the protection of the rights of minority activerow and the execution of contracts.

As reported, Ukraine this year have improved their position in the world Bank’s Doing Business in 2017, rising by 3 points to the 80-th place with ‘ 83. The greatest progress Ukraine has shown to facilitate opening of business (20th place out of 190), the worst – in the sphere of fight against corruption (140th place out of 190).

According to the head of Ministry of economic development of Stepan Kubiv, Ukraine next year will enter the TOP 50 of the Doing Business rating in the case of adoption by Verkhovna Rada on 15 bills, simplifying business activities in the country.

The Cabinet of Ministers on 16 December last year approved a road map for deregulation, the implementation of which will allow Ukraine to 2017 to improve its position and to enter the TOP 50 of the Doing Business ranking, and in 2018 – to be in the TOP 20.
