The Ministry for the temporarily occupied territories and internally displaced persons of Ukraine presented the White paper «the Crimea after the annexation. Public policy, challenges, solutions and actions.»

As reported in a press-Department service, this book is the result of expert work of specialists of Ukrainian center for independent political research, aimed at the development of a strategy of de-occupation of Crimea.

In particular, the publication analyzes the process of formation of policy of Ukraine concerning the Crimean Peninsula and Russia’s actions after the annexation.

«The Russian government very quickly tried to unify Crimea with other regions of Russia. It seems that this period lasted one or two years, but in some things it as of now extended until 2019. This property issues, forestry issues, even the question of fire structures. That is, not Crimea so easily «digested» by the occupying power. In addition, the Crimea became one of the most subsidized regions of Russia, competing with Chechnya and Ingushetia,» — said the expert of the Ukrainian center for independent political research Yulia Tishchenko.

However, she noted that «autonomy» of the Crimean government is «so-called» because the decisions and personnel of the Executive bodies are defined at the level of the Russian government, not local authorities.

However, the expert drew attention to the lack of information about the policy of Ukraine in respect of Crimea, primarily for the population of the occupied Peninsula. As an example, she cited the issue of entering to Ukrainian universities of the Crimean youth. According to her, despite the creation of favorable conditions of entry, the number of students from the Crimea does not exceed 200 people.

The document also analyses the current political and legal situation since the occupation: the status of the occupied territory, the protection of citizens and their property rights, the status of IDPs and the policy of sanctions against the aggressor country. Also considered informational, educational and social policies of the occupying power, and that it can oppose the Ukraine.

According to the Minister of the temporarily occupied territories and internally displaced persons Vadym Chernysh, this book presents a qualitative analytical materials, which can be used by various departments for further work in the direction of de-occupation of the Peninsula.

We will remind, on August 31 the Cabinet of Ministers approved the Concept of state target program «Restoration and development of peace in the Eastern regions of Ukraine». The concept was developed by the Department for the temporarily occupied territories and internally displaced persons together with local authorities, state authorities, international partners, academia and public organizations.

It is also noted that the Concept was developed based on international experience, adapted to Ukrainian realities.

This was stated by the Deputy of the Verkhovna Rada of Ukraine, Chairman of Mejlis of Crimean Tatar people Refat Chubarov during the presentation of the study «crime after Anex. «Because we are limited in resources and in opportunities, you need to choose those sectors that are most in need of our help or at least attention. Among these segments of the population is, first and foremost, those who hold, retain dignity, not inclined at all, and have not lost all your feelings in front of the occupiers,» — said Chubarov.

In his opinion, these people should always be in the spotlight Ukraine. He also noted that really need the help from Ukraine prisoners of the Crimean Tatars and members of their families.

«It is waiting for our attention and assistance to prisoners and their families, those who are among the part facing the threat of further repression. And the number of such people is considerable. And here government action could be more specific. Today 22 people were 5 convicted in Rostov military court», — said Chubarov.

He noted that the prisoners themselves are in need of legal assistance, and their families very often need financial assistance.

«The question of support of the Ukrainian government of its citizens who hold the Fort against the Russian penal system, must be considered and decided by the government …», — said Chubarov.

He also suggested that to assist these people you can create with the help of international organizations, certain funds.

As previously reported, Chubarov after the adoption of the United Nations the resolution on human rights violations in Crimea, the Russian occupation authorities, expressed the view that it will become another tool for Ukrainians to the issue of extending sanctions against Russia and expansion of these sanctions.
