The bill on rural medicine No. 7117 is part of health reform and will provide an opportunity for local authorities to solve the problem of lack of doctors in rural areas, the press service of the Ministry of health of Ukraine.
«More than 13 million Ukrainians live in villages. Doctors don’t want to go there, because rural medicine is financed by a residual principle, and in rural outpatient clinics, feldsher ambulatory points (FAP) not even the most necessary conditions. For example, 71% of Ukrainian FAPs generally do not have water, 75% – no drainage, and in 82% of rural clinics are no toilets,» the report says.
According to Ministry of health, 23 thousand villages and settlements have 4 thousand 700 clinics and 12 medical centres.
«Now they are, as a rule, redirect patients «in the area» or «area» where there is qualified help. For comparison, the worldwide primary healthcare in rural areas can be targeted and decides on the spot to 80% of medical applications,» he continued in the Ministry of health.
The office noted that the bill on rural medicine is part of health reform and will provide an opportunity for local authorities to address urgent issues.
«Medical practices should become Autonomous and self-governing (it has already passed the law on autonomy came into effect). It is equally important for medical practices in the villages to get the real funding – and it will make the law number 6327 and No. 6604 («money follows the patient»). Doctors in the villages will be able to earn decent money. In addition, in the villages need to reschedule your network, build or re-equipped out-patient clinic. Almost everywhere it is necessary to solve the issue of public transport and driving patients to doctors. All this resources. And bill No. 7117 submitted to the Parliament by the President, will provide RS 5 billion to strengthen the infrastructure in the village for two years», – the Ministry informs.
Thanks to these investments, rural communities can build a new outpatient clinic with the possibility of visiting the family doctor, to buy cars, to provide high-speed Internet.
«Many communities are already saying they are ready to provide their home doctors for 1 UAH – that is, the doctor will not spend money on rent, and his salary will be even higher than in the city,» he continued in the Ministry of health.
On 14 November the Verkhovna Rada adopted on second reading and in General bill No. 7117 «On improving the availability and quality of medical services in rural areas». The basis of this bill, the Parliament adopted on October 19.
