Because of a fire in a shopping center Kemerovo and protests against the landfill in Volokolamsk near Moscow «scatters» the legitimacy of the newly elected Russian President Vladimir Putin. This opinion column for «Radio Liberty» expressed the Russian political scientist Lilia Shevtsova.
«The approaching elections demanded from Putin to offer Russia a convincing rationale for retaining power: or the victory in the confrontation with the West, or «protecting the homeland». As soon as the West did not want to accept the Russian vision of world order and even to pretend that looking for a compromise, the Kremlin was forced to choose the second scenario,» she wrote.
According to the analyst, Putin was forced to «wear a mask Terminator» and shock the world with his «rocket Manifesto».
«Apparently hoping that the faint of heart Western elite will return to the game giveaway. But really in Moscow believe that the West will agree to save the reputation of the Kremlin at the expense of losing their own? The transformation of Russia into a «besieged fortress» will inevitably have a short-term effect. Elite integrated into Western life, hardly considers a tempting offer to live at the moat,» said Shevtsova.
She doubts that Russian society is «ready for a real sacrifice in the name of a new war with the West.»
«Meanwhile, legitimation, an inflated militarism and hatred of the outside world suddenly falls apart when people are faced with the failure of the authorities to protect their lives and the lives of their children. Not NATO and the Western intrigues, and events in Volokolamsk and tragedy in Kemerovo steel strike under the new presidency, demonstrating the cynicism and brutality of the Russian authorities,» said Shevtsova.
March 21 at the garbage landfill near the Russian Sound of Volokolamsk there was a release of hydrogen sulfide. The local education Department with this incident linked the poisoning of three dozen students of local school №2.
On 30 March the Ministry of emergency situations reported that the locals gave the first batch of personal protection equipment and getting ready to buy another batch of respirators. Residents of Volokolamsk argued that no means of protection the government did not provide.
Volokolamsk is located 98 km to the West from Moscow. The city’s population in 2017 accounted for more than 20 thousand people.

According to the Ministry of emergency situations of the Russian Federation, the accident killed 64 people. According to relatives, the victim of the tragedy was 41 children.
