Russia is trying every way to forget the Minsk agreement of 2014, the so-called «Minsk-1», because of some unpleasant points in this document. This was stated by the chief of staff of the Ministry of foreign Affairs of Ukraine Vadim pristayko, who is responsible for negotiations in the Normandy format on the peaceful settlement in the Donbass, reports «European true».

«First of all, we always say that there was «Minsk-2». We believe that this terminology is an attempt to close «the first Minsk», we have agreements with 2014. The fact that «Minsk-1» is a very unpleasant points for the Russians. And so on «Minsk-1″ they would like to forget. But to forget will not work,» said Prystaiko.

According to him, the so-called «Minsk-2» actually has the name «the Complex of measures on implementation of the Minsk agreements».

«This is the answer to the question of «Minsk-3». We suspect that if the process starts, then it will contain things that will not contribute to a peaceful settlement. The so-called «Minsk-2» was not ideal, but in the «Minsk-3″ can push through things that we don’t move», he stressed.

Ukraine offers a control mechanism over the border in the Donbass, with the participation of the OSCE, which will allow to hold fair elections in the occupied territories, said the chief of staff to foreign Minister Vadym prystaiko.

«If we have promised that we will hold elections and make constitutional changes, we will not initiate hostilities, as we would not want to return back to their land – we should do this. But the question remains, how to fulfill the Minsk agreements,» said Prystaiko.

He recalled that the Minsk agreements stipulate that Ukraine gets control of their part of the border at the end of the peace process.

«Yeah, it’s disappointing to hear, it’s against any logic, but what can you do. At the same time, it can be another mechanism of control over the border, which will allow for fair elections. May the OSCE mission will have the opportunity to get to the border and monitor it. This is the compromise course, which we now require, and I see no problem to implement it», — he noted.

Prystaiko emphasized that the OSCE already has a mandate on the entire territory of Ukraine, which means that this includes the border with Russia the territories that control the so-called «LNR» and «DNR».

«Therefore, the OSCE, in carrying out its mandate, is able to reach the border to confirm that more Russian mercenaries do not cross it», he added.

Western sanctions against Russia for its aggression in Ukraine in the summer will be extended for at least six months, said the chief of staff of the Ministry of foreign Affairs of Ukraine Vadym prystaiko.

«My expectation that in the summer they will be extended for at least six months. As far as it will go and how Ukraine will use this time to become stronger in many things that, unfortunately, the matter is more serious,» said Prystaiko.

According to him, Russia has not fulfilled the agreement on the Minsk agreements, where the first item is a cease-fire and withdrawal of heavy weapons.

«If you remember, in February 2015, on the third day after Minsk was captured Debaltsevo. Killed a lot of our guys. Who then stood up and said, «what was that? We’re only two days ago agreed on the complete ceasefire, debaltseve and captured. The Russians, immediately return the Crimea to Ukraine!». Maybe you heard this one? I do not,» the diplomat said.

Recall, December 30, 2015 held telephone talks the leaders of «Norman Quartet» (Ukraine, Russia, Germany and France). The parties agreed on the extension of the Minsk dogovorennostey .

The representative of Ukraine in the tripartite contact group on settlement of the conflict in Ukraine Roman Bezsmertny said that as of 1 January 2016 has begun «the process of the Minsk-3».

January 11, flew to Kiev a Russian representative to the Minsk talks, former speaker of the state Duma Boris Gryzlov. According to media reports, he held a secret meeting with President of Ukraine Petro Poroshenko.

On 13 January the President of Ukraine has held a phone conversation with Federal Chancellor of Germany Angela Merkel and President of France Francois Hollande. Among other things, they raised the issue of the modalities for the elections in the occupied Donbas.

On the same day, US presidents and Russia Barack Obama and Vladimir Putin also discussed the issue.

January 15, the U.S. assistant Secretary of state for Europe and Eurasia , Victoria Nuland, arrived from Lithuania to Kaliningrad region of the Russian Federation, where she met with Russian presidential aide Vladislav Surkov. The consultations were held behind closed doors. After negotiations, the parties have refrained from comments.

On 18 January, the representatives of the German Chancellor and the French President visited Kiev. Also they had to negotiate in Moscow.

1 February, Poroshenko and Merkel in Berlin agreed on the implementation of the Minsk agreements. The Chancellor said that sanctions against Russia will be saved, while Russia does not fulfill Minsky arrangements.

February 2, Merkel held a telephone conversation with Putin and urged him to influence the occupation of Donbass.

Note, the sanctions and low oil prices threaten Russia’s default. Many experts believe that for the sake of the economy, the Kremlin will replace aggressive with «reconciliatory» policies and can leave the occupied Donbass.

Meanwhile, Russia is trying to achieve for the occupied areas of Donbas «special status» to the Ukrainian Constitution, but official Kiev refuses to take such a step.
