Romania’s President Klaus Iohannis has canceled an official visit to Ukraine from the Verkhovna Rada adopted the law «On education». He said this on 21 September at a press conference in new York before leaving for Bucharest, according to «UKRINFORM».
«I also canceled announced at the late September meeting with Chairman of the Verkhovna Rada», – said the head of state.
Iohannis said that the October visit to Ukraine was prepared very carefully, however, he was «unpleasantly surprised» by the fact that the Verkhovna Rada «without prior discussions with the partners of Ukraine» passed a law that «severely restricts the rights of national minorities to study in their native language.»
The President reminded that in Ukraine there are about 400 thousand Romanians.
According to Iohannis, he reported his concerns to the President of Ukraine Petro Poroshenko during a brief encounter in new York, where the meeting of the UN General Assembly.
Prior to that, the Romanian Parliament adopted a Declaration which also criticized the new Ukrainian law.
On 5 September the Verkhovna Rada of Ukraine adopted in the second reading the law «About education». The document introduces 12-year school education, the educational office of the Ombudsman and provides that the salary of the teachers will depend on the outcome of their certification.
The law also expanded the use of the Ukrainian language in education.
«The approach that they have laid down, that a pre-primary and primary education acquired in their native language. While studying in elementary school had a strong emphasis on mastering the state language. Starting with the basic education we provide training in the Ukrainian language», – said the Minister of education and science, Liliya Hrynevych.
My concern about the language of the article in the law expressed by a number of countries: Hungary, Moldova, Poland, Bulgaria and Greece. The Russian foreign Ministry also condemned the initiative, but acknowledged that «the law Russian language is not mentioned».
15 Sep Grinevich following the meeting with the heads of diplomatic missions said that Ukraine is ready to provide the Council of Europe for opinion article about language education in the law on educational reform, and expressed hope that the President will sign the document.
On September 19, the law was signed by the speaker of the Verkhovna Rada Andrew Parubiy.
