The document proposes to change the draft law «On rehabilitation of victims of political repressions in Ukraine» and other legislative acts, in particular, to define more clearly the categories of persons who are entitled to rehabilitation.

«The absence of such definitions greatly complicates the decision-making process by the competent authorities on the results of the review of criminal cases of the Soviet period, and in some cases even creates the conditions for arbitrary interpretation of certain provisions of the Law, leading to violation of rights and lawful interests of victims of political repression», – stated in the explanatory note.
