Putin signed a law on writing off debts of Russians on January 1, 2015

Russian President Vladimir Putin signed adopted by the state Duma and the Federation Council approved the law on tax Amnesty that frees individuals and businesses from payment of uncollectible tax debts as of 1 January 2015.

The document is published on December 29 on the official portal of legal acts of the Russian Federation.

The law amends the Tax code and certain legislative acts.

25 December, the head of the Duma Committee on budget and taxes Andrey Makarov said that all will be charged 150 bln (UAH 72.2 billion) of debt.

The law on tax Amnesty will affect 1 million 34 thousand Russian entrepreneurs who were registered, but not really worked.

In particular, it will be charged and payable on transport, land tax and tax on income of physical persons, and also debts on accrued penalties on them.

The Makarov noted that only one-third of the said amount is bad debts, and the rest, in principle, possible to recover, but the authorities will forgive them.

The decision on acknowledgement of the debt to be uncollectible and the write-off will make the tax authority at the place of residence of the entrepreneur.

December 14 at the big press conference Putin proposed to exempt entrepreneurs from improperly assessed taxes. «People started a business, but something did not work, and the taxes on it all earned and accrued. We must liberate these people from the payments of this kind», – he said.

On December 21 the state Duma adopted a law on tax Amnesty.
