Potter: the representatives of the political forces in the Cabinet already acting with an eye on elections. And the increase in gas tariffs is unpopular step

No reason for the growth in gas tariffs in Ukraine in 2017 no, said the publication «GORDON» President of the Center for global studies «Strategy XXI» Mykhailo Honchar, commenting on the Cabinet decision to defer the increase in gas prices indefinitely.

«I understand that representatives of political forces in the Cabinet already acting with an eye on elections. And the increase in gas tariffs is unpopular step. That is, they will try to appeal to the electorate again. Anyway, I do not see the need in growth rates. It absolutely makes sense. Maybe next year gas prices will actually increase. But the jump in cost is unlikely to be significant. In the same year the foundations for growth. Particularly given that currently two thirds of the total gas consumed by Ukraine is own production. We import only one-third of the necessary volumes,» – said Gonchar.

According to him, the Cabinet of Ministers of Ukraine is aware that one business strategy of «Naftogaz» is not enough to raise gas prices.

«Of course, «Naftogaz» was not against the increase of tariffs for gas, but such initiatives were filed. It was spelled out in the draft financial plan of the company. We have adjustable gas market. That is, the cost of gas is not in the competence of «Naftogaz». Yes, the company can Express their wishes and to voice how they see the situation. But in the end it is all about the government and the regulator. Naftogaz starts from your business strategy. Like any other company, they want to increase their revenue and get more profit. But the Cabinet comes from the fact that it can’t be the only reason for the increase in gas prices. Takes account of social factors, the lack of solvency of the population and so on», – said Gonchar.

Financial plan of the NJSC «Naftogaz of Ukraine» was stipulated by the increase of gas prices for the population from October 2017 by 18.84%, or 931 UAH per 1000 m3, up to 5 thousand 873 UAH per 1000 m3 without the value added tax.

In August, the Prime Minister Volodymyr Groysman denied the government’s intention to raise gas tariffs for households and Teplokommunenergo for the new heating season. However, on 16 September, the Prime Minister acknowledged that the Cabinet conducts verification of the the price formula for gas.
