The letter sent by the head of the Ukrainian Orthodox Church-Kyivan Patriarchate (UOC-KP) Filaret to address the Council of bishops of the Russian Orthodox Church (ROC), and the reaction to it proves the lack of independence of the UOC of the Moscow Patriarchate (MP). «For the first time since independence, the UOC-KP, the Primate of its officially addressed to the bishops’ Council of the Russian Orthodox Church with an offer of dialogue, and the proposal was not only considered, but also received a positive response. The Council of bishops formed its own Commission for such dialogue and actually recognized two simple facts: that the UOC-KP is indeed a Church, not a «group of friends», and that the partner in dialogue for this Church organization is the ROC, not the Ukrainian Orthodox Church (Moscow Patriarchate)», – he wrote.

It is, above all, the hope that state borders will sooner or later change that Ukraine will return to Russia. And in this hope the Patriarch does not differ from President Vladimir Putin,» – said Portnikov.
30 November, ROC announced that Patriarch Filaret in writing apologized for the Church schism in Ukraine. Some Russian media wrote that it was about the pardon, but in the ROC and the UOC-KP is denied.

The ROC noted that heard the appeal of Philaret and made the decision to establish a Commission to «conduct further negotiations with the breakaway from the Church fellowship».
Filaret said that the appeal was said about reconciliation and about the future of the autocephaly of the Ukrainian Church. He stressed that his letter was used and «sent that we supposedly want to return to the Moscow Patriarchate». He stressed that the Ukrainian Orthodox Church-Kyivan Patriarchate (UOC-KP) will never become part of the UOC of the Moscow Patriarchate.
