The President of Ukraine Petro Poroshenko has signed law No. 2145-VIII «On education». About it reports a press-service of the head of state.
«This is one of the major reforms because no one other reform of the country’s future does not depend as educational,» – said Poroshenko.
The President stressed that the law enhances the role of the Ukrainian language in the educational process.
«The law ensures equal opportunities for all, because it ensures that each graduate a high level of language proficiency necessary for a successful career in Ukraine», – stated in the message.
But at the same time, according to Poroshenko, in the educational process it is important to respect the rights of members of national minorities living in Ukraine.
«Ukraine has demonstrated and will continue to demonstrate such an attitude to the rights of national minorities, which is consistent with our international obligations, is in harmony with European standards and is a model for neighbouring countries,» he said.
Poroshenko also instructed the Ministry of foreign Affairs and the Ministry of education to consult regarding the law with the European partners of Ukraine, including with the Council of Europe.
On 5 September the Verkhovna Rada of Ukraine adopted in the second reading the law «About education». The document introduces 12-year school education, the educational office of the Ombudsman and provides that the salary of the teachers will depend on the outcome of their certification.
The law also expanded the use of the Ukrainian language in education.
«The approach that they have laid down, that a pre-primary and primary education acquired in their native language. While studying in elementary school had a strong emphasis on mastering the state language. Starting with the basic education we provide training in the Ukrainian language», – said the Minister of education and science, Liliya Hrynevych.
My concern about the language of the article in the law expressed by a number of countries: Hungary, Moldova, Poland, Russia, Bulgaria and Greece.
15 Sep Grinevich following the meeting with the heads of diplomatic missions said that Ukraine is ready to provide the Council of Europe for opinion article about language education in the law on educational reform, and expressed hope that the President will sign the document. On September 19, the law was signed by the speaker of the Verkhovna Rada Andrew Parubiy.
The Chairman of the Transcarpathian regional state administration Gennady Moskal urged the President of Ukraine to veto the law. In his opinion, the initiative does not correspond to the European Charter for regional or minority languages.
The Minister of foreign Affairs Pavlo Klimkin noted that Ukraine maintains the conditions for learning minority mother tongues, but at the same time, there is a «problem of integration: 75% of graduates Beregovo area (Transcarpathian region) this year has not passed the external testing in the Ukrainian language».
Romanian President Klaus Iohannis stated that he had decided not to visit Ukraine in October because of a new Ukrainian law «About education». The Ministry of foreign Affairs of Ukraine said that the visit of the President of Romania in Kiev not canceled and postponed.
