Parliament passed a law establishing European standards to assess the impact of industry on the environment

The Verkhovna Rada adopted in the second reading and the whole law, which implies the obligation of authorities to plan for the long term potential impact on the environment of decisions regarding the development strategy of the region, the creation of enterprises, especially the extractive minerals.

The adoption of the Law «On strategic environmental assessment» voted 231 people’s deputies with the required minimum of 226 votes, reports UNIAN.

The Chairman of the Subcommittee of the Committee on environmental policy, nature resources utilization and elimination of consequences of the Chernobyl disaster Ivan Rybak said, in reporting on the bill No. 3259, that it is designed with the purpose of adaptation of Ukrainian legislation to EU legislation.

«This bill will provide an opportunity to strategically plan in the General plans of the organization areas which can accommodate industrial facilities. Accordingly, to calculate in advance that the investor could offer the territory for construction of industrial object and count all the environmental risks facing the territory,» — said Rybak.

In addition, the Parliament adopted in the second reading the law «On impact assessment on environment».

Voted for by 259 people’s deputies with the required minimum of 226 votes.

Secretary of the Verkhovna Rada Committee on environmental policy and elimination the consequences of Chernobyl accident Ostap Yednak said, in reporting on the bill No. 2009a-d that this document Ukraine is obliged to accept, since it joined the European directives in the field of environmental protection.

«The bill provides for the procedure of assessing the impact on the environment. At the same time, we are eliminating environmental review and fully remove it from our laws,» said Yednak.

The law also provides for the maintenance of a single register with the assessment of the environmental impact of industrial facilities that will be made freely available to the public.

According to the explanatory note, the document stipulates the necessity to provide an environmental assessment of the environmental impact of new industrial facilities to obtain a permit for their construction.

The bill in the spring of this year was twice discussed in Parliament, and both times was sent for repeated second reading.

As reported, on 12 July 2016 the Verkhovna Rada adopted in first reading the draft law №3259 «On strategic environmental assessment».

Earlier, Deputy Minister of ecology and natural resources on European integration Mykola Kuzio said that international partners estimate a negative delay in the adoption of this and many other environmental laws that Ukraine pledged to adopt within the framework of the Association Agreement and the Treaty of accession to the Energy community.

Meanwhile, Ostap Yednak previously noted that big business, through the parliamentary lobby opposes the adoption of the Law «On impact assessment on environment».

The MP stressed that the document establishes a new transparent business rules and European standards for the protection of the environment. Today, there are many cases where investors to build environmentally unsafe objects, and then they legalize using loopholes in the law.

The MP said that the list of activities that need appropriate assessment, clearly stipulated in the bill. Thus from-under its actions launched a small business. For example, for thermal power plants the need to do the assessment only occurs at a power of 50 MW and above, and for the enterprises for the production of cellulose established a lower bound of 200 tons of production a day.
