Parliament has defined the procedure for voluntary accession to the United territorial communities. Adopted the law

The Verkhovna Rada at a meeting on Thursday 9 February supported the act No. 4772 amending the law on voluntary Association of territorial communities.

Parliament has supplemented the law on voluntary Association of communities section II (prima) «order of voluntary adherence to the United territorial communities». Under this section, the right to voluntary join the United community has an adjoining village or township community, which in accordance with the perspective plan of formation of territories of regional communities belongs to this United local community.

Village or township head provides a study of the proposal about initiation of voluntary adherence and 30-day public discussion of this question, and then directs it to the appropriate Council. After the decision of the local Council about joining rural or village head sends an offer in a rural, settlement, city Council of the United territorial community, which intends to join. This Council considers the proposal and takes a decision on consent or rejection.

The law stipulates the procedure for the preparation of a draft decision on voluntary accession, and especially the termination of powers of village, settlement councils and heads of the territorial community, who joined a United local community.

St.9 of the law on voluntary Association of communities, supplemented by the norm that the Cabinet may declare a United community is able, if the number of the population that obsin is not less than half of the population of the territorial communities that were to become part of this community in accordance with the perspective plan.

If the Council of the United territorial community refused to voluntary join another community, the Cabinet may cancel the decision on recognition of such a United local community is capable of.

Recall, March 14, 2014 Vladimir Groisman – the then Deputy Prime Minister — Minister of regional development, construction and housing and communal services, has announced the release in Ukraine of the administrative reform on decentralization of power, the essence of which consists in the transfer of significant powers and budgets from public bodies to local authorities.

Vice Prime Minister — Minister of regional development, construction and housing and communal services of Ukraine Gennady Zubko noted that at the end of 2016 will be 368 United territorial communities (communes).
