The Cabinet of Ministers endorsed the updated concept of public financial management, introducing medium-term budget planning for a period of three years or more. The document was presented by Finance Minister Alexander Danyluk at the weekly Cabinet meeting on Wednesday, 8 February 2017, reports UNIAN.
According to danyluk, the document is systematic and strategically important because it introduces the practice of making medium-term fiscal declarations, change the policy of public debt management in the direction of its reduction in the medium term to 60% of GDP.
«It is important that this document was real. We have already prepared a plan of action during the week send in all the authorities», — said danyluk, adding that the Ministry of Finance has expected the authorities forecast data and plans in 2017 in the medium term.
Commenting on the need for the document, the Prime Minister Volodymyr Groysman said: «This is an important strategy. There are some specific steps that will leverage billions of state budget».
At the same meeting, the Cabinet approved the allocation of subsidies in the amount of UAH 4 billion for agricultural producers in 2017, reports «Interfax-Ukraine».
«I wish every hryvnia has fallen to where it has its own purpose, specific to the manufacturer, without any influence of anyone in this country,» — said Groisman.
According to him, the Cabinet together with the agrarian Committee of the Verkhovna Rada and agricultural associations held a lengthy discussion of the allocation of funds.
The Minister of agrarian policy and food of Ukraine Taras Kutovy said the amount of subsidies will not exceed the amount of funds paid tax on the value added agricultural producers (the allowance is paid monthly to the producers in proportion to the paid amount of value added tax).
In turn, the acting head of the agrarian Committee of the Verkhovna Rada Oleksandr Bakumenko asked to consider his comments on the distribution of subsidies.
«The GFS needs to develop three of the most important document to earn this right. The first is the application form for inclusion in the register of recipients of subsidies, the second — order of keeping the register of recipients of subsidies, the third Supplement to the Declaration of payment of VAT», — he said during a Cabinet meeting.
He also said that the order should be a prescribed limit relative to 50% of payments in that amount on subsidies for the poultry industry.
«The first thing we asked is the uniform distribution on months of the appropriation, the second we agreed to limit to 50% payment from all budgetary subsidies to the poultry industry. That is quite enough, and I think that this should be reflected in these orders» — he said.
Groisman instructed to finalize the technical changes in the allocation of subsidies to the end of the week.
The Prime Minister said that a similar exercise will be conducted on approval of the procedure for support of agricultural machinery. He expressed hope that the allocation of funds under this program will be approved at the next Cabinet meeting.
Recall that in late January, Ukraine agreed with the EU to resume exports of Ukrainian chicken.
