Solomensky district court of Kyiv twice refused the detectives of the National anti-corruption Bureau of Ukraine (NABU) to provide information about the contacts of the defendant in the criminal proceedings on the fact of abuse in procurement for the needs of the National police Mitsubishi Outlаnder. This is evidenced by the court’s decision issued on 8 August.
The document says that criminal proceedings were opened on 23 January and the suspects are officials of the state institution «Center of service of the units of the National police of Ukraine».
«The investigation established that officials of GU «TSOP the National police of Ukraine», which founder is the national police of Ukraine, acting intentionally, abusing his official position in the interests of third parties acting in collusion with officials, OOO «Niko Diamant», with assistance from officials of the Ministry of internal Affairs of Ukraine… unreasonably applied the negotiation procedure of procurement», – says the decision.
According to NAB, this has led to the purchase of cars at prices that are above the market by more than 30%.
«Their actions caused damage to the state budget of more than $ 240 million UAH», – the document says.
In July 2016, the head of the interior Ministry Arsen Avakov said that the national police of Ukraine will replace old cars with new crossover Mitsubishi Outlander.
In November was published an investigation of journalists Sergey Shcherbina and Alexei Tamrazova, which has been suspected of purchasing for the national police Mitsubishi Outlander at a price inflated by about $10 million per unit. For comparison, the authors presented the prices for similar models in other countries.
The interior Ministry then called such comparisons «invalid», and the agreement with Japan is mutually beneficial. It was stated that one crossover will cost the Ministry $57 250.
